  3. Context Small bus operators (SBO’s) operate informal and unscheduled yet important public transport services. Marginalisation (perceived/ proven) by both the authorities and mainstream public transport role players, i.e; they depend on special hire and tour services. They operate more like taxi services yet they don’t get similar treatment and support from government. Major challenge: how should qualification as SBO be based on – should it based on number of busses, participation in mainstream (subsidised contracted) public transport services or the level of income? 3

The Department was duty bound to intervene positively in the SBO space to ensure integration and transformation of the entire public transport space In view of the above context the Department convened a National Small Bus Operators’ Summit on 23 to 24 November 2009. In attendance were all Provincial Departments, Metros in Gauteng Province, Small Bus Operators and other key stakeholders. Informed by initiatives taken earlier in other modes, the summit adopted resolutions that were binding to all stakeholders present Government intervention: the 2009 National SBO Summit 4

Formalisation of SBO’s: Create a Database of all Small Bus Operators (SBOs) in all Provinces and Nationally Establish a National Coordinating Committee comprising of two representative from Provinces and two SABOA members Organise election for democratically elected structures Empowerment of SBO’s: Develop an economic empowerment model Develop schemes for the economic empowerment of SBO’s Create a conducive environment for SBO’s to participate in the mainstream PT services, e.g. Sub-contracting, set-asides, etc. Training and Skills Development: Develop skills development, training and mentorship programmes to allow for participation and integration into mainstream PT services.   6. Formalisation of SBO’s: A national Steering Committee was established. A database of SBO’s throughout the country was created. A service provider was appointed to develop a formalisation and empowerment model/strategy for the SBO’s. Empowerment of SBO’s: A service provider was appointed to develop a formalisation and empowerment model/strategy for the SBO’s Training and Skills Development: Training and skill development will be part of the above model/strategy General: The Steering Committee did not meet regularly due to representation disagreement in some provinces KZN and the Western Cape reportedly have formally elected structures.   9. Restatement Workshop The Department convened a workshop to take stock of the implementation of the 2009 resolution, restate commitments made and develop ways to fast track implementation. Members of the steering commit were reconfirmed and given a clear mandate to: Accelerate implementation. Facilitate provincial debates and elections. Meet immediately after the workshop and regularly thereafter to agree with the Department and jointly develop an MOU/ MOA, Constitution and code of conduct, industry development, etc. Available and tested model shall be used as bases to avoid wheel re-invention. 9

  10. Way forward Work has already started in the development of the formalisation and empowerment strategy and needs to be accelerated. Provincial representatives to the National Steering Committee member have been instructed to organise elections (where they have not taken place) to democratise the structures that will also represent them at national level. The Branch has already approached the Department to provide support (technical and financial) to the industry. 10
