  6. ORMS • Combined two databases CATS & CEMS • Permissions based • Five primary functions of property control • Transfer • Assignment • Issue • Inventory • Retirement

  7. ORMS OPERATIONAL RESOURCE MANAGEMENT SYSTEM • ORMS Objectives • Improve accountability at all levels • Increase accessibility by members • Improve recordkeeping • Reduce paperwork • Automate depreciation calculation • Incorporate ROS and assessments • Reduce inspection findings

ORMS OPERATIONAL RESOURCE MANAGEMENT SYSTEM • ORMS Objectives • Automate key processes • Implement CAP’s property management and accountability policy • Incorporate guidance from OMB Circulars, DoDGARS, and Cooperative Agreement • Include input from NHQ, CAP-USAF, volunteer advisors and field units • Clear up report of survey backlog

  9. Accomplishments to date • We have achieved the original goals • Improvement observed in audits and inspections • Inventories more accurate and on time • Almost paperless • ROS process improved….but we have work yet to do • Overall improved accountability of CAP property

Now it’s time to revise ORMS • Eliminate issues with transferring kits • Streamline transfer of aircraft and vehicles with property assigned • Add a real property module that will also accommodate contributed facilities • Removes state director step in ROS process • Eliminate low value expendable property • Provide more authority for the wings

New ORMS Rev in work • Eliminate duplication in audit requirement • Establish a single inventory and eliminate the duplication of effort • Permit FM to make adjustments to acquisition cost • Reduce the workload of two separate inventories • May involve inventory date change • Simplify reports of survey (ROS) • Improve ROS documentation and flow • Make it easier to return found property to inventory

  12. New ORMS Rev in work • Allow wing commander to dispose of donated, corporate-funded and state funded property • Add a module that would permit tracking of expendable property • Enhanced maintenance feature that will capture date of preventive maintenance and next due • Better tracking and search functions for avionics and other assets assigned to aircraft

  13. FY 13 Annual Inventory • As of yesterday we were 87% complete • 754 units and 5740 items remain
