  1. มาตรฐานและการรับรอง คณะกรรมการที่ปรึกษา ด้านมาตรฐานและคุณภาพของอาเซียน ASEAN Consultative Committeefor Standardsand Quality • อำนวยความสะดวกในการรวมกลุ่มเศรษฐกิจ ของอาเซียน โดยการลดอุปสรรคทางเทคนิค ต่อการค้า (TBT) ที่เกิดจากมาตรฐาน กฎระเบียบ ทางเทคนิค และการตรวจสอบรับรอง • ให้ข้อมูล/ข้อเสนอแนะด้านมาตรฐานและ การรับรองในการเจรจา FTA ของอาเซียน เมื่อมีความจำเป็น • เป็นเวทีให้หน่วยงานที่เกี่ยวข้องหารือในเรื่อง มาตรฐาน กฎระเบียบทางเทคนิค และ การตรวจสอบรับรอง

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) Background 10-11 May 2005 ; The 16th WG1 meeting held in Cambodia agreed to look into the possibility of harmonizing standards in construction and building sector considering the safety and quality issues even though it does not fall under the 11 priority sectors.

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) Background (cont.) • On 7 February 2006, Malaysia organized a Workshop on Standardization for Building and Construction in ASEAN back-to-back with the 17th WG1 Meeting. • The 17th WG1 Meeting discussed the outcomes of the workshop and agreed that standards for structural steel and cementbe selected for harmonization.

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) Background (cont.) noting the mandatory requirements imposed by some AMCs on building and constructions materials that have posed technical barriers to trade. the 20th Meeting of WG1 held on 10-11 July 2007 in Brunei Darussalam considered the establishment of a Task Force to address the issue

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) Background (cont.) 6-8 August 2007 ; the 30th ACCSQ Meeting held in Manila, Philippines, the ACCSQ Leaders agreed to the recommendation of WG1 to establish a Task Force on Building and Construction, to look into the harmonization of standards and technical regulations and acceptance of conformity assessment results for building and construction materials, such as steel, sheet glass and cement.

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) TOR. : THE SCOPE&OBJECTIVE of TFBC The objective of the Task Force on Building and Construction is to assist the WG1 in addressing the elimination of technical barriers to trade for materials and products for the building and construction sector.

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) In achieving the objective, the Task Force will: 1. exchange information pertaining to standards, technical regulations and conformity assessment procedures; 2. enhance cooperation in the development, adoption and application of standards, technical regulation and conformity assessment procedures;

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) In achieving the objective, the Task Force will: (cont.) • 5. promote recognition and acceptance of conformity assessment results among AMCs, where possible, explore the development of MRAs; and • 6. consider the development of ASEAN harmonized technical requirements for building and construction materials.

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) TFBC Meeting • The 1st Meeting ; 9 July 2008 in Singapore. • The 2nd Meeting ; 11 February 2009 in Bali, Indonesia. • The 3rd Meeting ; 8 July 2009 in Vientiane, Lao PDR. • The 4th Meeting ; 2 February 2010 in Hanoi, Viet Nam. • The 5th Meeting ; will be held on 06-07 July 2010 in Melaka, Malaysia.

EXCHANGE OF INFORMATION ON THE EXISTING TECHNICAL REQUIREMENTS AND REGULATIONS IN BUILDING AND CONSTRUCTION SECTOR AMONG MEMBER STATES - existing standards - technical regulations - conformity assessment procedures The information will be available at the ASEAN webpage ; http://www.aseansec.org/20742.htm.

INTEGRATION OF THE BUILDING AND CONSTRUCTION SECTOR IN ASEAN ; 2.1 Harmonisation of technical requirements for the building and construction sector in ASEAN. exchanged information on the existing standards, technical requirements and related administrative procedures imposed for steel, cement and sheet glass.

  15. THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) เรื่องที่พิจารณา (ต่อ) 2.1 Harmonisation of technical requirements for the building and construction sector in ASEAN. (cont.) • Analysis result & recommendations from Malaysia - the possibility of developing Mutual Recognition Arrangements(MRAs) to facilitate the movement of building and construction materials, in particular steel, cement and sheet glass; - the possibility of recognising and accepting standards based on equivalence; - the possibility of working towards harmonisation of standards.

(cont.) • there was a need to gather more information on the conformity assessment procedures, conformity assessment bodies recognised by the regulators and the certification type as well as other related information to support the development of an MRA.

(cont.) • priority should be given to Portland cement for harmonization of standard noting that all Member States, except Singapore, have control on cement at the point of entry.(Indonesia to lead) • The initial findings showed that Member States use either ASTM or EN standards as the basis for their national standards.

(cont.) • Information required by Indonesia ; - Copy of English version of national standards/technical requirements. - Degree of equivalence with the corresponding ASTM or EN. • The initial findings showed that Member States use either ASTM or EN standards as the basis for their national standards.

THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) เรื่องที่พิจารณา (ต่อ) 2.2 Development of MRA for the building and construction sector; • Malaysia to lead; - only Brunei Darussalam recognizes Certificates from other accredited Certification Bodies (CBs) under the IAF/PAC MLA, while the rest of Member States recognize only their existing local/national CBs. - Member States to consult their respective regulatory authority and provide further feedback to Malaysia on the recognition of certificates issued by other CBs among ASEAN Member States.

  21. THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) เรื่องที่พิจารณา (ต่อ) • 3. US Workshop on Building and Construction.(under the frame work of the ASEAN-US Enhanced Partnership) - aim to create a better understanding of the approaches in the ASEAN and US. - back-to-back with TFBC Meetings. - to await the initiative from the US DoC on further cooperation in the building and construction sector.

  22. THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) เรื่องที่พิจารณา (ต่อ) 4. Cooperation with the Republic of Korea (ROK). (under the frame work of the ASEAN-ROK FTA) - the Korean Agency for Technology and Standards (KATS) organised a training session titled “Improvement of Weathering Evaluation Technologies for Industrial Materials and Testing of Construction Material and Product” was held from 22-26 September 2008 in Seoul. - there was no further updates for the cooperation with the Republic of Korea.

Representation on the Task Force Meetings. - Member States should consider inviting representatives from the building and construction regulatory authorities or related agencies, noting that this is a technical forum which need the expertise from the building and construction experts.

  24. THE TASK FORCE ON BUILDING AND CONSTRUCTION (TFBC) 6. Seminar on Standards on Cement. - a Seminar on Standards on Cement will be held back-to-back with the 5th Taskforce Meeting on 6 July 2010 in Melaka, Malaysia. - the proposal from Indonesia + papers from ASEAN Cement Association + topics on new technology on cement processing.
