  1. NACO Topics OpCo 2019 Meeting

  2. Thanks! Hong Cui (LAC) Lucas Mak (Michigan State) Steve McDonald (Tufts) Tanya Chubaryan (Texas A&M) 2

  3. NACO CJK Funnel References Project The NACO CJK Funnel proposes a project to evaluate non-Latin script references in NACO CJK authority records 3

  4. History In 2008, OCLC prepopulated the LC/NACO Authority File with non-Latin references derived from non-Latin bibliographic headings in OCLC WorldCat 480,000 NACO records were updated The OCLC prepopulation was based on matching romanized forms in the authority record and in the bibliographic record – it was known at the time that this was not a perfect match in all cases for CJK languages, especially for Chinese, because the same romanized form may be represented by different character strings in CJK languages This means that CJK NACO records may contain non-Latin variants that do not refer to the actual identity in the authority record Providing access through the prepopulated non-Lain variants was deemed greater at the time than the potential inclusion of non-Latin variants that did not represent the same identity A future clean-up project was recommended at the time • • • • • • 4

  5. Proposed Project The NACO CJK Funnel has identified 80,956 CJK records (47,937 Chinese, 19,981 Japanese, 13,038 Korean) that contain multiple non-Latin references 40 NACO CJK catalogers will review the non-Latin references in these records individually, checking OCLC bibliographic records as needed Any incorrect non-Latin variant(s) will be removed A 667 field “Non-Latin script references cleanup project” will be added to the record Any record not already coded RDA will be re-coded to RDA It is anticipated that the project will last 1-2 years • • • • • • 5

  6. Project is Ready to Start • The planning group has put together a very good set of operational guidelines • Message to go out to the PCC listserv after OpCo 6

  7. NACO and Library and Archives Canada (LAC) • LAC joined the NACO Program in 2017 • Negotiations preceded that date • All LAC catalogers participated in NACO training between May-September 2018 • Most LAC catalogers are independent now • 2,957 new records and 7,083 updates have been contributed between September 2018 and April 2019 13

  8. NACO and Library and Archives Canada (LAC) • LAC uses OCLC Record Manager • LAC had managed a bilingual authority file Canadiana until 2018 • Canadiana has been publicly available for use by libraries since 2009 • LAC migrated the French Canadiana authority records to Record Manager to form Canadiana Name Authorities in French 14

  9. NACO and Library and Archives Canada (LAC) • Canadiana Name Authorities in French is linked to the LC/NACO Authority File through the use of 7XX linking fields • In LAC NACO records, you might also see an 016 field (National Bibliographic Agency Control Numbers) and/or an 042 field (Authentication Code) 15

  10. 16

  11. NACO and the Netherlands UKB Consortium • Nine universities in the Netherlands joined the NACO Program in 2018 • Five as stand-alone members: • Utrecht University Library • University of Groningen • University of Amsterdam • VU Amsterdam • Leiden University 17

  12. NACO and the Netherlands UKB Consortium • Four formed a NACO funnel: • Wageningen University • University of Twente • Maastricht University • Tilburg University • Trained in OCLC Record Manager ($) in January 2019 – February 2019 • Now in review phase 18

  13. NACO and the Netherlands UKB Consortium • Great advances in internationalization for NACO • PCC Strategic Direction SD1: • “Broaden our scope to be more diverse, inclusive, and collaborative with metadata creators in research and cultural heritage communities and with other agencies and project partners” • PCC Task Group on Engagement 19

  14. NACO and Hong Kong Universities • Seven universities in Hong Kong + the University of Macau joined the NACO Program in 2019 • University of Hong Kong • Chinese University of Hong Kong • Hong Kong Polytechnic University • Hong Kong City University • Lingnan University • Hong Kong Baptist University • Education University of Hong Kong • University of Macau 20

  15. NACO and Hong Kong Universities • NACO Training scheduled for this month (May 2019) • Assistance from the NACO CJK Funnel with recordings and review 21

  16. OCLC Record Manager and NACO • Informal User Observations: • Very easy to work with a lot of records at one time • Easy to recall past searches • Ability to edit “In Distribution” record a big + • Delimiter $ more universal • Prominent delimiter display 22

  17. OCLC Record Manager and NACO • Left-side Navigation panel: 23

  18. OCLC Record Manager and NACO Left-side Navigation panel 24

  19. OCLC Record Manager and NACO Recall searches 25

  20. NACO 024 Moratorium • Temporary – not in official NACO documentation • Dependent on MAC Proposal 024 subfield $0 and subfield $1 • PoCo convened three groups to work on this: • PCC Identity Management TG • SCS • Linked Data Advisory Committee 26

  21. NACO 024 Moratorium • What sources to use in the 024 field? • Why identify a source? • Differentiate between consolidating sources (e.g., Wikidata, ISNI, VIAF) and stand-alone sources (e.g., IMDb)? • Hub/Spokes analogy 27

  22. NACO 024 Moratorium • Pilot as a test case where NACO members can submit a request to use a particular source, and it can be evaluated • Pilot could be a part of a Wikidata / URIs in MARC project (more on this tomorrow at 11:30 AM) 28

  23. NACO 672 Field – Use Cases • What is the NACO 672 field used for? 29

  24. NACO 672 Field – Use Cases • Title Related to the Entity • Definition and Scope: Citation for a work that is related in some manner to the entity represented by the 100, 110, 111, or 151 field in the authority record 30

  25. NACO 672 Field – Use Cases • Thanks to SCT work, full documentation in DCM Z1, 672 Instruction Sheet: 31

  26. NACO 672 Field – Use Cases • Looking at options to incorporate 672 data programmatically – for example, through the Authority Toolkit • More on all of this from Kevin Balster tomorrow in the ISNI update 32

  27. NACO Advisory Group • Qualifier in 4XX that identifies a superior body in the hierarchy (Oct. 2018) • Establishing an authority record for a person who uses a nickname (Feb. 2019) • Deciding on a commonly-known form of name (Nov. 2018) • Citing proof of gender in a 670 field (Aug. 2018) 33

  28. NACO Advisory Group • Will be composed of five NACO catalogers, selected by the PCC Standing Committee on Standards chair(s) and the PCC Secretariat: • Three rotating positions (starting with one-year terms) • Two permanent positions (one member from the PCC Secretariat, one member from the Library of Congress Policy and Standards Division) 34

  29. NACO Advisory Group • Will operate as a corporate body, based on a set of procedural guidelines • Will respond to NACO-related PCC listserv discussion when a topic is not resolved though member contributions, or when there is a lack of consensus on a particular NACO-related topic • All members must agree before a message from the board is sent to the PCC listserv 35

  30. NACO Advisory Group • Will not be a formal PCC task group or standing committee • Will not be a policy-making PCC entity • Will not respond to requests from PCC listserv readers -- the board will react to NACO topics discussed on the PCC listserv when appropriate, but will not serve as a clearinghouse for NACO questions 36

  31. NACO Advisory Group • Message to PCC listserv and launch in May 2019 • Experimental and agile 37
