  3. Background • Interdepartmental Committee – 1978-1982 • Kiribati Water Supply and Sanitation Coordinating Committee - 1985-1987 • National Water and Sanitation Coordination Committee • IWRM & HYCOS– 2006 – 2007 • EDF 10 - 2009

  4. Role of the Committee • monitor water quality, • review and consider future water supply and sanitation project before presentation to cabinet • Advisory body to Government ministries and non- Government organisations on water related issues.

NWSCC PURPOSE Coordinate, facilitate, and enhance Government and Community activities in the water and sanitation sector to ensure that communities have access to water of the suitable quality and appropriate quantities and to appropriate sanitation to meet all reasonable health, environmental, and development needs

NWSCC Aims: • Promote the sustainable management, conservation and use of water and related land resources by implementing Government policy and by coordinating and enhancing Government and community activities and involvement. • Facilitate and enhance initiatives to raise the quality of life by improving the quality and availability of safe water and decreasing illness and infant mortality rates due to water-borne diseases. • Coordinate and facilitate information gathering and assessment, policy and instrument development and review, and identification of other needs for the water and sanitation sector throughout Kiribati. • Provide broadly-based strategic advice to the Government of Kiribati, the community, non-government and donor organisations on the nation’s water resources and sanitation service and their management and use.

  11. NWSCC Terms of reference • Coordinate and enhancement. the strategic activities of Government Ministries in the Water and sanitation sector to ensure sustainable management. • Facilitate and coordinate the review and assessment of water and sanitation

TOR cont…. • Provide the Government with broadly-based, coordinated, strategic advice on priorities for water and sanitation and on water related development opportunities. • Provide National forum for the discussion of water and sanitation – related issues. • Coordinate and facilitate an annual, national, island-based assessment report on the quality and quantity of water resource, water consumption, rainwater harvesting and demand for water and encourage strategic systematic monitoring.

TOR cont…. • Coordinate and facilitate assessment of risks in the water and sanitation sector and possible adaptation strategies in relation to global change and extreme events • Enhance and coordinate strategies to improve community understanding of and participation in water and sanitation use and planning and in furthering water conservation and protection. • Coordinate the review and assessment of, and prioritise and make recommendations on proposals for water and sanitation – related projects.

  14. NWSCC Issues • Representative from ministry is inconsistent • Lack of support and commitments by members • Capacity Building • TOR – not achievable • $$$$

  15. NWSCC Future Directions • Restructuring WEU staff • Sitting allowance should be included in the budget (Recurrent/Project) • Seek support from overseas to provide assistance committee member • Involving private Sector
