  2. What is Quality in Public Health? “Quality in public health is the degree to which policies, programs, services and research for the population increase desired health outcomes and conditions in which the population can be healthy.” Public Health Quality Forum

  3. So How Can One Define Quality Improvement (QI) for Public Health? Use of a deliberate and defined improvement process, such as Plan-Do-Check [Study]-Act, which is focused on activities that are responsive to community needs and improving population health. Itrefers to a continuous and ongoing effort to achieve measurable improvements in the efficiency, effectiveness, performance, accountability, outcomes, and other indicators of quality in services or processes which achieve equity and improve the health of the community.   4. Why QI in Public Health? Tough Economic Times Require a Different Approach! QI Can: • Reduce costs • Increase efficiency and save time • Eliminate waste • Streamline processes • Enhance ability to meet service demand • Increase customer satisfaction • Improve outcomes!

  5. Accreditation Quality Improvement Supplement (QIS) Highlights • Created in 2008 to advance QI in LHDs • Designed by local and state public health leaders • Aligns with national Accreditation standards for quality

  6. Quality Improvement Supplement: What it Does • Measures LHD capacity to evaluate and continuously improve public health processes and programs

  7. Quality Improvement Supplement: What it Does • Assesses LHD use of QI tools and practices • Fosters continued QI education • Facilitates ongoing sharing of best practices • Assists in preparing for Voluntary National Accreditation

  8. QIS: It’s Doable! • Participation is voluntary • Conducted during the Accreditation process • Technical assistance is available • Many LHDs in Michigan have already completed the QIS!!

  9. QIS: What Does Success Look Like? • 3 MPRs (standards) - 10 indicators all designated as important • Meeting 8 of 10 (80%) is Success! • No corrective plans required • Helps LHDs advance their quests for quality

  10. QIS Recognition of Achievement • Certificate of Quality • Presented by MDCH at LHD, Board of Health, or County Commissioner’s meetings • For public display

  11. The Specifics: 3 Key QIS Goals • Establish a culture of quality improvement within the LHD • Evaluate the effectiveness of public health processes and/or program goals and performance measures • Implement quality improvement of public health processes and/or program goals

  12. How to Meet the Key Goals? 1.1 Engage local governing entity in establishing organizational policies and direction for implementing QI 1.2 Assure staff involvement in agency QI activities 1.3 Systematic assessment of customer/client satisfaction with agency services and improvements

  13. How to Meet the Goals (cont.) 2.1 Assure process in place for the development of process and/or program goals and performance measures 2.2 Monitor progress towards process and/or program goals and performance measures
