  4. What is the MP and why we need it? 108. Each nominated property should have an appropriate management plan or other documented management system which should specify how the outstanding universal value of a property should be preserved, preferably through participatory means. 109. The purpose of a management system is to ensurethe effective protection of the nominated property for present and future generations.   5. What is the MP? • In Operational Guideline you can find (p. 58): • 111. In recognizing the diversity, common elements of an effective management system could include: • a) a thorough shared understanding of the property by all stakeholders; • b) a cycle of planning, implementation, monitoring, evaluation and feedback; • c) the involvement of partners and stakeholders; • d) the allocation of necessary resources; • capacity-building; • and an accountable, transparent description of how the management system functions. • 112. Effective management involves a cycle of long-term and day-to-day actions to protect, conserve and present the nominated property.   6. What should be included in the MP? 110. An effective management system depends on: - the type, - characteristics and needs of the nominated property - and its cultural and natural context. Management systems may vary according to different cultural perspectives, the resources available and other factors. They may incorporate traditional practices, existing urban or regional planning instruments, and other planning control mechanisms, both formal and informal.   10. A/ Introduction Introduction into the topic: - expansion of the Roman Empire helped to incorporate the territory of contemporary Slovakia into the European historical context. The river Danube created the northern border of the province Pannonia and its part were also fortresses in Iža and Rusovce which are nominated for inscription to the World Heritage List within the framework of the WHS Frontiers of the Roman Empire. Aims and objects: - to safeguard the adequate state of authenticity and integrity of the nominated site through the means of efficient and functional management for present and future generations. For the implementation of short-term and long-term management duties there are responsible both, the state party in close cooperation with site managers, administrators, owners and other stakeholders. B/ Analytic part of the Management plan – data collection, assessment • Administrative and technical data of the site – identification of the site • name, location – delimitation, identification of the area to be nominated and its buffer zone • – the nominated site consists of two properties – fortress Gerulata, situated Rusovce, suburb of Bratislava city and fort Kelemantia near the village of Iža. In this chapter the natural (geological, hydrological, botanic etc.) and socio-economic conditions (density of population, land-using, traffic infrastructure etc.) of the properties and their surrounding are described in general. • Then the detailed information about the location within the administrative division of SR and the legislative status of protection of the properties and their buffer zones. • b)GPS of the site – states the exact coordinates and the sea-level highness of the properties Danube Limes Project Workshop Protection strategies, presentation and management principles, Bratislava, 18 – 19 November 2010

B/ Analytic part of the Management plan – data collection, assessment • Scientific data of the site: • description of site in larger scale, landscape framework, determining • characteristics of the site – detailed facts about the natural conditions, history of the property, description of the actual presentation/appearance, separately for each property • b) factual description of proposal for WHS nomination and its main components – archeological evaluation of the remains of the fortresses (situation and size, what exactly was found – description of findings and also research methods, history and duration, researchers, what purpose it served in the past, reconstructed groundplan of fortress, compositions of objects), explanation of its relationship to the Limes Romanus system and expression of the basis of their outstanding value • c) brief description of the site‘s historic development – stages of historic development from pravek through classical Roman period, what population/cultures lived there, their customs, arts and crafts,their dwellings, dates the origin of the Roman military stronghold, types of troops (equestrian etc.), disposition of buildings, time, ways and reasons of the fall of the fortress, ancient literary sources. Later the period of nations movement and then history of the place in the Middle Ages and modern era (history of villages) and finally the history of protecting of the property as a monument. B/ Analytic part of Management plan – data colection, assessment Legislative framework and conservation documents a) description of proprietory relationships – the owner of the property „Rusovce - Gerulata“ is the City of Bratislava, its administrator is the Bratislava City Museum, the ownership of the property „Iža - Kelemantia“ is splited among several legal entities and it is graphically expressed in the scheme b) legislative provision of conservation – both properties are protected as national cultural monuments, „Rusovce – Gerulata is part of the Protective Historic Zone Rusovce which represents its buffer zone, the process of declaration of buffer zone for „Iža – Kelemantia“ is going on currently c) listing of legal regulations related to conservation and preservation of authenticity and integrity of the site – by territorial pertinence (international, national, regional, local) – World Heritage Convention, Act on Protection of Monuments and Historic Sites, spatial planning documentation, acts and regulations concerning nature protection, building regulations Danube Limes Project Workshop Protection strategies, presentation and management principles, Bratislava, 18 – 19 November 2010

  22. Who has prepared the MP? We have chosed for preparation of the MP Ms. Magdalena Janovská, active architect, author of a lot of historical monuments research, author of the Management plan of Slovak World Heritage Site „Levoča, Spiš Castle and the Associated Cultural Monuments”. - She has created team of preparators of the MP. - She is cooperate with stakeholders and all state authorities, too.   23. Way of involving stakeholders • During the process of preparation of MP we have been a lot of meetings • with stakeholders and cooperation with management authorities of site: • Communication and meetings of representatives of the Monuments Board SR, Ministry of Culture of the SR and external experts with stakeholders - owners of grounds, administrators of monuments, government authorities, local and regional authorities – in order to keep them informed on the project activities proceedings and to solve actual problems, especially the settlement of the property relations and safeguarding of the monuments protection. • 2. We prepared Questionnaires for owners and administrators of monuments, local community, entrepreneurs and authorities have been prepared and distributed in Iza and Rusovce. Subsequently, the results of this survey formed the base for proposal of the management system of the site and are reflected in the measures of the management plan. • 3. Wider public have been informed about the project through media – articles in the “Informator Archivu PU SR”, which is a magazine issued by the Monuments Board SR, interview on the “Radio ONE” and information published on our webpage www.pamiatky.sk Danube Limes Project Workshop Protection strategies, presentation and management principles, Bratislava, 18 – 19 November 2010

B/ Analytic part of the Management plan – data collection, assessment • Analysis of the broader potential of the site • Identification of potential sources to be used in favour of the proposed site’s management, regarding values of the site and human resources (analysis of sources for sustainable tourism within the larger context of the site) – these are the historic objects, such as Rusovce manor house and park, Roman-Catholic and Evangelical churches, traditional houses and statues and values of natural environment of Danube alluvial forests • b) Sources and levels of financing of management and preservation of the authenticity and integrity of the proposed site • c) Current state of financing, including indication of sources – local financing by owners and municipalities, national sources for more expensive projects - grant system of the Ministry of Culture, state party offers also a non-financial help (scientific support) and mediates sources of international co-financing – EU structural funds Danube Limes Project Workshop Protection strategies, presentation and management principles, Bratislava, 18 – 19 November 2010

B/ Analytic part of the Management plan – data collection, assessment • Aspects of sustainable tourism • visitors facilities – information system, transport, services – restaurant and accomodation services, health service, accessibility, etc. – contains detailed information about number, types, character and utility of these facilities, separately for Rusovce and Iža • b) other sources utilizable for tourism – places and facilities suitable for water sports, swimming, in-line skating, etc. • c) number of visitors and other indicators – both properties serve for various cultural activities, number of visitors can be traced only in Rusovce (museum tickets) • d) demographic indicators – number of inhabitants is growing but their age structure is not satisfactory (higher than national average) Danube Limes Project Workshop Protection strategies, presentation and management principles, Bratislava, 18 – 19 November 2010

B/ Analytic part of Management plan – data colection, assessment Monitoring of the state of preservation of the site – current state – - monitoring of the technical state and monitoring of preservation of defined values is executed as one of the main duties of the Monuments Board of the SR, permanently during all activities ongoing within the nominated area SWOT analysis - - indication of strong and weak features of the site, opportunities and threats was divided and evaluated in the framework of more specific catgories, which are – location, natural conditions, environment, human resources, employment market, economic development, housing capacities, social and tehnical infrastructure,.. C/ Proposal part of the MP • Solution of the management system – proposal of management • proposal of individual subjects participating within 4 levels of management (international, national, regional and local), forms of their cooperation, periodicity of members meetings and duties of the site's management group in detail (I will speak about later) • Basic financing– necessary is financing through various sources and usage of grant schemes and EU structural funds. Control of financing is in the competencies of Ministry of Culture and respective bodies administrating the grants and EU funds. Information about financing of the site will be available on the internet. • Solution of problems– described mechanism is object of control under the provisions of the Act on Protection of Monuments and Historic Sites, executed by Monuments Board of the SR and Regional Monuments Boards in Bratislava and Nitra • Monitoring system– key indicators for monitoring are enumerated, responsible institutions and periodicity of monitoring are stated, mechanism of its execution and revision are described Danube Limes Project Workshop Protection strategies, presentation and management principles, Bratislava, 18 – 19 November 2010

Short summary of process preparation of the MP • Management planning process – has started in the 2nd half of 2009 with • Definitionof objectives, establish the Values • Analytical Part of the MP - Data collection (administration and technical data of the site, scientific data, contemporary state of the site, threats and prevention, legislative framework and conservation documents, funding sources, management system, tourism, SWOT analysis, identifications of strong and weak feature of the site, evaluation – definition of priorities to solve, etc.) • Proposal part of MP – approval and implementation - Proposal of particular plans to be solved, including the protection against natural disasters: • - urgent plan for 1-2 years • - short-term plan for 2-5 years • - medium-term plan for 5-10 years • - long-term plan for 10-30 years • 5. Presentation and discussion of proposal of MP on expert field (ICOMOS experts and project experts) – on the Meeting on Monitoring and Management of the World Heritage Sites which took place in BanskáŠtiavnica, Slovakia, on 12th – 14th October 2010 – during this meetingwere invited all authors of management plans of the existing management plans of the Slovak World Heritage Sites (WHS) and members of managing staffs of WHS, and – of course - all partners of our Danube Limes Project. Programme of the Meeting comprised (apart other issues) presentations of the existing management plans of the Slovak WHS, among which the updated version of SK Danube Limes Management Plan was presented. This event afforded an opportunity to compare, discuss and consult the management plans not only among project partners, but also with invited experts – besides others, Mr. Giora Solar, ICOMOS expert from Israel for management plans and discuss how those plans are applicable in practice. Conclusions are public on our web-sidewww.pamiatky.sk. - We wanted to discuss the proposed structure of booth – Slovak and Hungarian management plans, Mr. Zsolt Maté and Ákos Franko introduced us for discussion Preservation Strategy of Rippa Pannonia, which are part of MP Danube Limes Project Workshop Protection strategies, presentation and management principles, Bratislava,18 – 19 November 2010
