PI-1547 Pupil Transportation Report • and PI-1547-SS for summer/Interim • Student countsby distance and enrollment categories Districts received a larger payment in January 2019 based on new rates. Note: No student shall be counted more than once regardless of the number of summer/interim sessions the student attended.

  17. a High Cost Transportation Aid To districts only and based on previous school year data (FY2018) For the FY 2019: • Aid amount is $12,700,000 in FY 2019 • A district with a audited cost/member of 145% of statewide average will be included, goal of covering all 100%. • $200,000 will go to districts that qualified the year before but not in the current school year, equal to 50%, prorated if necessary.   23. a High Poverty Aid $16,830,000 in FY 2019 Districts only Eligibility - A school district is eligible for aid if at least 50 percent (after rounding to the nearest whole percentage point) of the district's student enrollment on the third Friday in September in the immediately preceding even-numbered year satisfied the income eligibility criteria to be eligible for free or reduced-price lunch (i.e., economically disadvantaged).   25. a The grant supports purchases of mobile devices and related software, curriculum, and professional development. Every Wisconsin school district with 9th grade students is eligible to receive $125 per 9th grade student, each year for the next four years. Districts must provide matching funds, which can include the cost of service plans for cellular devices, and salaries for staff who provide eligible professional development. Purchases made for all grade levels are supported.   26. a Mental Health Categorical Aid Program Mental Health Categorical Aid Program Provide $3,000,000 GPR in FY19 to create a new categorical aid program . https://dpi.wi.gov/policy-budget/2017-19-biennial-budget-new-state-aid-and-grant-programs#aid-for-school-mental-health-programs A categorical aid program to support the expansion of mental health services to students by providing state reimbursements for expenditures on social worker services.   27. a There will be a two tiered reimbursement system. Tier 1 will provide aid up to 50 percent of the increase in eligible expenditures for social worker services (from 2016-17 to 2017-18, for aid paid in 2018-19); and Tier 2 will provide aid for eligible expenditures not aided at Tier 1 (at the rate supported by the appropriation after Tier 1 payments are calculated). Aid payments will be prorated if the appropriation does not fully cover total aid eligibility. The Department conducted a hearing on February 4, 2019 at DPI to take public testimony on emergency and proposed permanent rules related to aid for school mental health programs.
