  2. Benefits of media partnership • Educate and inform general public on: • Problem and forms of corruption • Available mechanisms for complaint • Way in which responsible authorities operate • Bring up the motivation of the citizens in rejecting corruption • Encourage citizens initiative

Preliminary stages to closing media partnership • which ALAC team member is responsible for implementing the education pillar; • what is the target group for ALAC educational activities; • which are the general education messages; • which key informations have to be given to the target group; • which are the attitudes and conducts that have to be presented to the target group; • how may media channels [TV, radio, press] help approach the target group; • what types of educational materials [entertainment shows; legal education, social, political, economic investigation ones] are best suited to carry the message across to the target group.

Constraints in partnership with media • The interests of the assisted citizen (if publicity for a case may harden the proceedings of the responsible authority, then ALAC will not use it its educational activities) • The confidential character of legal advice(no personal data whatsoever may be disclosed without the approval of the person involved ) • The balanced and professional character of the ALAC team's opinions (When offering comments on individual cases, the ALAC team must do so only within the limits of its mandate, based on the citizen's statements and strictly limited to the factual situation)

What to deny media partners? • demand for sensational or current cases (breach of the confidentiality agreement or to incorrect legal analysis of the case) • disclosures of cases of large scale corruption • exclusivity in covering certain cases • comments on political personalities Few more rules • avoid a conflicts of interests situation • not compete with responsible authorities in solving the cases • no discriminatory treatment

Types of ALAC educational activities A) General • editing anti-corruption education materials • editing specific guides for fields vulnerable to corruption B) Own publicity • creation of radio and TV spots for ALAC • creation of newspaper advertisements for ALAC C) Education through legal advice • providing “answers to readers” in legal advice columns of newspapers • providing legal advice in special live radio or TV programs

Types of ALAC educational activities D) Education through entertainment programs • “question and answer” type contests in newspapers, radio or TV programs E) Education through press investigations based on ALAC's cases • cooperating with journalists from the press or radio and TV companies which are informed about cases in which the assisted citizens waive the confidentiality agreement.
