Overview • An application for a site-specific exception to the Commercial 70 (COM 70) Zone to allow for the establishment of a private student residence component to the building • The applicant proposes to introduce a residence composed of seven (7) rooms, each with en suite bathrooms on the second floor and one (1) handicap accessible unit on the first floor • The offices for the Youth Now Intervention Services Inc. will remain primarily on the third floor • The subject site is located at 107 Belmont being part of lots 345, 346, 341 and 344, Registered Plan No. 79 (Part 1 and part of Part 2 on Plan 52R-3482).

  5. Official Plan Designation • Existing: Business District (BD) • Proposed: Business District (BD) The Official Plan designation will not change as Business District allows for the proposed use and several policies in the Business District section of the Official Plan encourage such a use.

Zoning Bylaw Designation • Existing: Commercial 70 (COM 70) • Proposed: Site-specific exception to COM 70 to introduce a private student residence in the building The Commercial 70 Zone allows for institutional buildings. This building is not institutional, however, the St. Lawrence College, which would be associated with this residence, has submitted a letter supporting the use. A letter of support has also been submitted from Personal Touch Physiotherapy and there have been no objections from the public.

Evaluation • The Planning Division has reviewed the application for a site-specific exception to the Commercial 70 Zone and is supportive based on relevant policies of the Official Plan and the Provincial Policy Statement that support such a use. • The St. Lawrence College is very supportive of the project as can be seen from their letter of support. • Also, the location of this site, its proximity to the St. Lawrence College, and the easy access to public transportation make it an ideal residence for students attending the College.
