Need and Demand (2014/15) • 5.2% of the female population in Southampton report DV, compared to 3.6% nationally • 4,702 calls to Police REPORTING RATES • 620 cases heard by MARAC • 2.5 times higher than the national average and “most similar group” (MSG) • High risk cases per 10,000 population = 63, compared to national average & MSG of 25 & 27 HIGH RISK CASES RISING TRENDS compared to last year • 28% increase in high risk (MARAC) cases • 5.6% increase in DV offences • repeat cases to MARAC up 4.5%

CHILDREN & YOUNGPEOPLE • 878 Children and Young People in MARAC cases, compared to 281 nationally & 308 MSG • 28% of safeguarding referrals had DV as a factor • 80% of Child Protection Conferences include DV as a feature of the children's risk and harm • Our children’s emotional wellbeing is seriously impacted by the experience of DV

Tackling Domestic violence within the Early intervention City • We want the children of the City to live in strong and safe families and communities receive the best education available, experience good health and achieve to the best of their ability. • Living with domestic violence impacts on all of these outcomes. • So we need to act • A robust city-wide multi-agency delivery model from prevention to protection & prosecution. • Will ensure Safeguarding children & young people is at the heart of our multi-agency response – with an integrated whole family approach • We will build resilience within a strong co-ordinated community response

OUR JOURNEY …… Transforming our services • New Southampton Against Violence and Abuse Plan 2014-17 • Developing a new multi-agency partnership team • Single commissioning framework for Domestic & Sexual Violence provision • Integrated MARAC & MASH Underpinned by survivor, perpetrator & children’s consultation Multi-agency city-wide response integrating DV response into every aspect of family services

ADULT VICTIMS & THOSE AT RISK OF VICTIMISATION Working closely with Adult Mental Health and Substance Misuse services 2 * Reviewing safe accommodation options 1 Increasing successful prosecutions 3 5 Ensuring easy access to parenting programmes from early help to restorative parenting Increasing “Recovery” programmes and therapeutic support 4 Comments: *92% of victims are women To keep more women at home and reducing risk of homelessness To reduce risk of self-harm

CHILD & YOUNG PERSON Increasing commissioned services offering early interventions for CYP & Families 3 Integrating MARAC & MASH to make swift and joint decisions about multi-agency risk and response 1 Workforce development and practice changes in Children & Families Services Working closely with Adult Mental Health and Substance Misuse services 2 Education and awareness in schools 4 Links with CAMHs

From Here To Here • High risk focus • Adult – victim focus • Investment at high cost and high risk levels • Disparate services & responses • Invisible perpetrators • Prevention and early interventions: “Breaking the cycle” increases support within communities and Universal Services • Whole family focus: Adult, child, perpetrator – risk assessment & interventions • Co-ordinate multi-agency response working to a single agreed model • Robust focus on challenging attitudes and behaviours of men and boys at risk of or perpetrating violence: Increasing successful prosecutions
