  3. The intricacy of the defence innovation system require, while developing the concept and model for R&D management to conduct analyses at three levels – international, national and defence industry level.

  4. Research objects at the international level • International organisations which activities concern defence industry and defence R&D. • Institutions that can be sources to finance innovations. • Research products users.

  5. Research objects at the national level • National innovation systems of countries involved at SFP project. • National strategic documents that concern R&D and defence R&D. • Scientific potential of the countries.

  6. Research objects at the defence industry level • Actors in R&D process. • Stakeholders with their specific interests. • Specificity of the defence innovation process. • Defence industry transformation process.

  7. 2. Research methodology

  8. Objective of the research To develop a NATO integrated R&D concept and model as an incremental tool for improvement of the national R&D management system.

  9. Tasks of the research • To explore best practices and regulations. • To explore Defence Industry Transformation processes. • To formulate a Concept for Management of Security Related R&D. • To formulate a Model for Management of Security Related R&D. • To serve as a good example to encourage the further synergy and complementary cooperation between the governmental institutions and science institutions. • To identify the critical areas and the crucial problems referring the Defence Industrial Transformation.

  10. Objects of the research NATO/EU requirements, innovation policy, innovation systems and innovation practice US, France, Germany, UK, The Netherlands, Bulgaria, Romania and Macedonia.

  11. Subject of the research Defence related R&D management process and defence industry transformation. There will be explored: main actors, their functions and obligations, decision-making process, procedures for financing, programme management of resources for R&D, R&D projects management

  15. At the international level The research work was distributes between national groups in the project team as follows: • Bulgaria(DNRS – UNWE): UK, The Netherlands, Israel, NATO/EU regulations. • Romania: USA, France • Macedonia: Germany

Plans for the future We are planning to continue with the following actions: • Identification, collection and exploration of developed countries’ good practices that can be used in R&D management concept and model development. • Research of national innovation systems and their interdependence with defence innovation systems of countries in the project. • Research the specificity of existing Defence R&D management systems • Defence industry transformation process exploration.
