National Cyclone Risk Mitigation Project (NCRMP) • Objective: Reduce cyclone risk and vulnerability in the coastal areas, Develop an effective Early Warning Dissemination System to ensure last mile connectivity, Construct Cyclone Risk Mitigation Infrastructure, Build capacity of the coastal communities for risk mitigation. • Phase I (AP & Odisha): Commenced January 2011 with OutlayRs. 1496.71 Cr., Enhanced to Rs. 2331.71 Cr. - Additional Financing(July 2015); Revised to Rs. 2541.60 Cr. (May 2017) on account for variations with closure by December 2018. • Components: A: EWDS; B: Cyclone Risk Mitigation Infrastructure; C: Technical Assistance for Risk Mitigation & Capacity Building ; D: Project Management & Implementation Support for PMU(NDMA) and SPIUs

Overall Progress Phase-I (Physical) • A: EWDS: Procurements almost complete - Commissioning shortly. • B: CRMI: MPCS: 523 (out of 535), Road: 1085 Km (out of 1086 Km), Bridge: 27 (out of 35); Saline Embankment: 88 Km (100%) completed. • C: TECHNICAL ASSISTANCE/STUDIES • Hazard Risk & Vulnerability Assessment – RMSI • Web CRA for 13 Coastal States/UTs developed • Training & Capacity Building – NIDM/SEEDS • Capacity gap assessed; Training Modules developed for 5 priority sectors -Health, Education, PRI, Rural Development, Urban Local Bodies. • Benefit Monitoring & Evaluation – GfK • Mid-term & End-term Evaluationcarried out • Post Disaster Needs Assessment (PDNA) – NIDM/ADPC • PDNA Tools; Web Portal and long term recovery framework.

Early Warning Dissemination System (EWDS) (Phase I) • TCIL Knowledge Partner for both the States • L&T Executing Agency for both the States • Contract awarded 26 Oct 2016(AP); 9 July 2016(Odisha) • Technology: Alert Siren, DMR, Satellite Phone, Group Messaging, Mass messaging(LBAS) • Cost: Rs. 82 cr(AP); Rs. 66 cr(Odisha)

EWDS – Odisha • Coverage: 6 Coastal Districts • Puri , Ganjam , Bhadrak, Jagatsinghpur, Kendrapara and Balasore • Location/Sites: Total 162 • State Emergency Operation Centre(SEOC); 6 District Emergency Operation Centre(DEOC); 22 Block Emergency Operation Centre(BEOC); 14 Fish Landing Centre (FLC); 113 MPCS; 6 Microwave Repeaters • All 162 sites ready/civil works complete; Necessary Licenses procured; Procurement & Installation of Equipments over • Recently L&T placed PO to approved sub vendor for providing LBAS , however things yet to take concrete shape with Telecom Service Providers.

  8. COMP. A: EWDS TPQA/License Status - ODISHA • TPQA Status: • Inventory verification completed for DEoCs and BEoCsfor all 6 districts. • TPQA report submitted by TCIL . • Functional testing: Date to be given by L&T as per readiness of sites. • License status:

EWDS – Andhra Pradesh • Coverage: 9 Coastal Districts • Srikakulam, Vijayanagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam, Nellore • Location/Sites: Total 255 • State Emergency Operation Centre (SEOC); 9 District Emergency Operation Centre (DEOC); 76 Mandal Emergency Operation Centre (MEOC); 16 Fish Landing Centre (FLC); 8 Tourist Locations; 145 MPCS • 222 sites ready/civil works complete; remaining 33 sites require modification/alteration/power supply- L& T quotation yet to be accepted by SPIU. • Recently L&T placed PO to approved sub vendor for providing LBAS , however things yet to take concrete shape with Telecom Service Providers. • On 7th July,2018 , PO placed for Alert Sirens(155 nos) , complete supply by Sept.2018 only.

  15. Agenda IIIShelter Level Training

  16. Shelter Level Training • AP conducted 219 training programs to train 10173 volunteers through Red Cross • Odisha conducted Basic Orientation Training for 309 MPCS (61,800 coastal population) and shelter level trainings are in progress – to be completed by November, 2018 in a phased manner. District Level Coordination workshop on effective shelter management planned and to be completed by September, 2018.

  17. Agenda IV & VIIInstallation of Lightning Arrestors & Procurement of Shelter Level Equipment

CMRI(MPCS) - Shelter Level Equipment and Lightning Arrestors(SLE) Andhra Pradesh: • Tender floated for 21 items of Shelter Level Equipment @ 5 lakh per shelter- to be opened on 31.08.2018. • Savings under other components/completed works to be utilized by the State for providing SLE & Lightning Arrestors . • Lightning Arrestors to be provided in 24 MPCS, tender floated and to be awarded by 30.09.2018 and completion of work by 30.11.2018. Odisha: • Shelter Level Equipment: Procurement underway – award under progress and deliveries to be completed by Nov, 2018. • Lightning Arrestors: Procurement plan for installation of lightening arrestors prepared and sent to World Bank for clearance. Savings under Component D to be utilized by the State for 316 MPCS – tender to be invited shortly and installation to be completed by Nov, 2018.

  19. Agenda V Handing over of MPCS to Maintenance Management Committees

  20. AP has handed over 155 MPCS out of 217 completed and release corpus fund for 138 MPCS @ Rs. 5 lakhs each. • Odisha has handed over 300 MPCS out of 306 completed and release corpus fund for 316 MPCS @ Rs. 5 lakhs each.

Power Connection to MPCS • Power connection provided to 145 MPCS out of 217 completed MPCS in AP and the remaining are at survey/ application stage- to be completed by September,2018. • Power connection provided to 152 MPCS out of 306 completed MPCS in Odisha and the remaining are at survey/ application stage- to be completed by October,2018.

  24. Overall Progress (Financial) • Release to AP & OD: Rs. 2379.04 Cr.(GoI & State share); Exp.Rs.2045.75 cr. • Including PMU & NIDM, total release Rs 2404.94 Cr; Exp. Rs 2071.64 Cr.

  26. Odisha- Financial Management: Utilization of balance outlay Proposed for monthly average utilization of balance amounts up to December, 2018.

  27. Agenda IX Status of External Audit

  28. Odisha has taken steps for engagement of External Auditor and the audit works under the project for 2017-18 would be completed by Aug, 2018. • AP is yet to get the auditing done for 2017-18 by Accountant General office. • Audit reports to be sent to PMU by Dec, 2018

  29. Issues In Phase-I • Expenditure of Rs. 468 Cr. yet to be done. Timeline for further release? • Implementation of LBAS for both AP & Odisha, supply of Alert siren for AP, commissioning of EWDS in both the States. • Rs 1.46 Cr released against outlay of 2.43 Cr under component C. However, an expenditure of only Rs 0.50 Cr has been made by the State and Rs 1.93 Cr is yet to be incurred by the State. • Rs 1.36 Cr released against outlay of 4.98 Cr under component C. However, an expenditure of only Rs 0.07 Cr has been made by the State and Rs 4.91 Cr is yet to be incurred by the State. • A number of completed MPCS yet to get power connections in both states.
