Purpose of the Concept Paper • Provide the Technical Working Group (TWG) with an overview of the proposal in terms of the following: • Quality of the Proposal (Validity, soundness, realistic, ability to implement and sustain the project, etc.) • Relevance in terms of government priorities/Adherence to pre-set government plans and programs • Overview of Implementation Strategy and related project management activities • An idea of the project cost

  5. Rationale and Proposal Background Section Limit: 500-700 words “How can service integration and harmonization address these problems and challenges?”

  6. Objectives and Expected Results S M A R T Section Limit: 300-500 words

  7. Operational Concept, Schedule, and Deliverables Section Limit: 400-600 words

  8. Scope and Estimated Cost

  9. Issues and Risks Section Limit: 300 words
