  2. RESPONSIBILITY What is “Responsibility” to most people? Believe it or not, to most, It’s a Dirty Word. We see responsibility as a burden, obligation and duty. We worry that if we don’t fulfill our responsibility, we’ll feel guilty. Response-Ability --- “ the ability to choose your response”. Responsibility – It’s First and Foremost Doing Right By Yourself.

The Success or our Aging Network on any major Scale REQUIRES ALL OF US to Accept RESPONSIBILITY…… The One Quality that all Successful people have is the Ability to take on RESPONSIBILITY. “Being Responsible sometimes means pissing people off.” There can be no true response without Responsibilities; there can be no Responsibility without a Response. Whether you have just begun working with your Agency or you’ve been there for many years, two words are critical short-term and long-term success of MEETING the NEEDS of the AGING NETWORK (SENIORS) – Responsibility and Accountability.

What makes a successful team of employees: Open Mindedness is a must to be effective Free to express their “individual” opinions and ideas without fear of being criticized. “Freedom” must exist for employees to make decisions with- out always having the direct approval or involvement of the boss! Trust and Respect Don’t disqualify staff you don’t like or those you fear you can’t control. Look for team players-everyone must have “share” a collective agenda.

  5. IMPORTANT TIPS for SUPERVISORS: Support staff 100% Supervisors should not be “me-focused” Encourage open communication Show staff you are human-employees want to work for a real person! Meaning- show appropriate emotion and acknowledging when you make mistakes. Match employees with their skills Hire individuals who know more than you know Job Descriptions must describe the expected functions “The greatest obstacle to your success is probably you.!!

New Mexico Aging & Long- Term Services • Department • Part 230 Older Americans Act (OAA) –Section 230.43 Service Delivery Systems Responsibilities • Develop and administer the State Plan; • Divide the State into Planning and service areas (PSA); • Designate AAA in the PSAs for which the Department Decides to have an Area Plan Developed; • Provide adequate and effective opportunities for older persons to express their views on policy development and program implementation under the plan;

New Mexico Aging & Long- Term Services • Department • Part 230 Older Americans Act (OAA) –Section 230.43 Service Delivery Systems Responsibilities • Give Preference to older persons with the greatest economic or social need in the delivery of services under the State Plan; • Develop an intrastate funding formula; • Evaluate the need for social and nutritional services in the State, & Determine the extent to which other public and private programs meet the needs; • Conduct periodic evaluation of activities & projects carried out under the State Plan, including at least annual on-site performance evaluations of each AAA;

New Mexico Aging & Long- Term Services • Department • Part 230 Older Americans Act (OAA) –Section 230.43 Service Delivery Systems Responsibilities • Establish an Advisory Council on Aging (PAC) • Coordinate legal services for older persons in the State, give technical assistance, advice, and training in the provision of legal services to older persons, and make reasonable efforts to maintain existing levels of those services; • Enter into an agreement with USDA- AKA NSIP • Provide administrative & hearing procedures; • Ensure that all older persons in the State have reasonably convenient access to information & referral services; and

New Mexico Aging & Long- Term Services • Department • Part 230 Older Americans Act (OAA) –Section 230.43 Service Delivery Systems Responsibilities • Maintain a directory of community focal points in the State. • The Department may: • Conduct training and development programs for personnel involved in implementing this Part; and • Enter into contracts to carry out demonstration projects of statewide significance relating to initiation, expansion, or improvement of services.

Non – Metro Area Agency on Aging • Part 230 Older Americans Act-Section 230.150 • Monitor, Evaluate & Comment on all policies, programs, hearings, and community actions which affect older persons; • Conduct Public Hearings; • Represent interests of older persons; • Coordinate planning with other agencies & organizations to promote NEW or expanded opportunities for older persons; • Develop & administer an area plan for a Comprehensive & Coordinated Service Delivery System in the planning and service areas (PSA) in compliance with ALL laws; • .

Non – Metro Area Agency on Aging • Part 230 Older Americans Act-Section 230.150 • Assess the kinds and levels of services needed by older persons and the EFFECTIVENESS of the use of resources in meeting these needs; • Award sub - grants or enter into contracts to provide all services under the area plan; • Provide technical assistance, monitor and periodically evaluate the performance of all service providers under the area plan; • Coordinate the administration of the plan with Federal, State, and Local resources in order to develop a comprehensive & coordinated service system; • .

Non – Metro Area Agency on Aging • Part 230 Older Americans Act-Section 230.150 • Establish an Advisory Council; • Give preference in the delivery of services to older persons with the greatest economic need; • Assure that older persons have access to information and referral services; • Provide adequate & effective opportunities for older persons to express their views to AAA policy development and program implementation • Have outreach efforts to identify older persons & inform them of the services available; • Develop & Publish the methods used to establish priorities for services, particularly those associated with access to other services, in home services, and legal services.

Non – Metro Responsibilities Summary: Ensure Compliance Monitor Providers/Vendors Reimburse Providers/Vendors for SERVICES being Purchased---- NOT EXPENSES Provide Technical Assistance Ensure Provider/Vendor is Targeting Population in OAA Review Client Intakes and Assessments for Completeness and Accuracy Develop Policy and Procedures Advocate for the Aging Network (Seniors)

Provider Responsibilities • Part 230 Older Americans Act –Section 230.240 • All service providers shall comply with procedures established by the Area Agency on Aging for: • Outreach activities to ensure participation of Eligible older persons; • Training & use of elderly and other volunteers and paid personnel; • Coordination with other service providers in the PSA; • All service providers shall: • Provide each older person with a free & voluntary opportunity to contribute to the cost of the service; • Protect the privacy of each older persons with respect to his or her contribution;

  15. Provider Responsibilities • Part 230 Older Americans Act –Section 230.240 • Use all contributions to expand the services of the provider this Part. Nutrition services providers MUST use all contributions to increase the number of meals served; • Shall not deny any older person a service because the older person will not or cannot contribute to the cost of the service. • Contributions made by older persons shall be considered program income. • Assure that funds under Title III of the OAA are NOT used to replace funds from non –Federal sources; and • AGREE to continue to initiate efforts to obtain support from private sources and other public organizations for services. • Each provider shall have procedures for obtaining the views of participants about the services.

Provider/Vendor Responsibilities Summary: • TRAIN Staff • SHARE Knowledge • MEET contractual Obligation • PROVIDE Services • SUBMIT Timely and ACCURATE Reports • FOLLOW Federal/State Regulations • MANAGE Budget • MANAGE UNITS • MONITOR UNITS • CONSTANT Communication with Funding Agency • PROVIDE quality Services • Providers/ Vendors are charged with Responsibility AND Accountability for the Use of Public Funds. • Accountability breeds response –ability.

  17. RESPONSIBILITY DOESN’T MEAN YOU HAVE TO DO EVERYTHING YOURSELF. TEAM WORK DELEGATION “People have a basic need to be heard and understood.”
