  3. For manufacturers/importers, market surveillance institutions and students: Estonian version of LVD Implementation Guide Was translated and edited; Comments based on the Estonian legislation added; Practical examples added; Was published in April (300 pieces). Information materials

  4. Awareness raising (1) • LVD Guide distributed to: manufacturers/importers (through Estonian Association of Electrical Enterprises, information day), to students (through Tallinn Technical University), and others interested through surveillance institutions (Labour Inspectorate, Technical Inspectorate); • Electronical version available on web sites of surveillance institutions, other project partners

  5. Awareness raising (2) • An information day on LVD Guide organised on 13 May 2004 in Tallinn Technical University • - Partners: Tallinn Technical University, magazine “Electrical Field”, Training Centre of the Estonian Association of Electrical Enterprises • - Programme: overview of LVD and its changes, Estonian legislation harmonising LVD, testing possibilities in Estonia, market surveillance of technical devices, etc.

Awareness raising (3) • - Lecturers: from Technical Inspectorate, Estonian Association of Electrical Enterprises, Tallinn Technical University • - Participants: in total 17 from Tallinn Technical University, market surveillance authorities, importers/producers • - Conclusion: no further need for information days on LVD Guide in the same format.

  7. Overall structure and content of the strategy developed 1st workshop on elaborating the strategy organised. All working group members participated. Draft Terms of Reference prepared (coordinator still outsourced) Mapping the present situation going on at the institutions (persons in charge nominated, ready by October 2004) Strategy on the implementation of LVD

Training in Slovenia • For LVD experts in Ljubljana 6th and 7th May 2004 and Velenje 10th and 11th May 2004 • From Estonia 2 participants: Taavi Lentso from Technical Inspectorate, Jüri Loorens from Electrical Safety Controlling Centre • Conclusion: practical and useful training, esp. for J. Loorens, who is in charge of carring out comparison testing in Estonia

Comparison Testing • 1st testing carried out by Electrical Safety Controlling Centre • Product: Digital Convection Oven • Test procedure: EVS-EN60335-1; EVS-EN60335-2-9 p.11 • Content of test: Determining the temperature rise in black test corner • Results: a report no 9-5/40 sent to University of Ljubljana on 03 June 2004 • 2nd testing: in August 2004, Electical Safety Controlling Centre

Web site • A link from Ministry’s web site (www.mkm.ee) • A link from general safety web site (www.ohutus.ee) • Webmaster- Ministry of Economic Affairs and Communications • Content development/updating (responsible- INCOLAB Estonian project manager, prepared in cooperation with all the project partners) • 1 working group workshop held

Budget • Total budget 117 720 EUR=1 841 847 EEK • Received 47 088 EUR=736 739 EEK • Disbursed appr. 31 749 EUR=496 739 EEK • Left 15 440 EUR=240 000 EEK • Needed for: • in year 2004: strategy coordination, participation in Bulgaria conference&SC 5, other costs (salaries etc) • In year 2005 1st half: SC 6 in Estonia

Good national network further developed Many useful discussions held within preparation of the strategy Working group workshops organised (1st for the prep. of strategy, 2nd for the preparation of INCOLAB web site- Estonian activities only) a study visit to Slovenia organised 1st comparison testing carried out an information day on LVD organised LVD Implementation Guide published and distributed Web page (a link from the Ministry’s web site as well as safety web site www.ohutus.ee. NOT SEEN TO PUBLIC YET) Achievements of the first half of the 2nd year

  13. Plans for July-December 2004 • Present situation mapped by October /November 2004; • A strategy preparation furthered, Terms of Reference prepared, a coordinator found and hired; • Web site opened to public in July 2004; • 2nd comparison testing carried out in August 2004 • If needed, ad hoc training/information days organised, information materials published; • 5 SC meeting and conference in Bulgaria attended.
