REFEREE REMINDER Official Uniform • White (‘Certified Volleyball Official’) long or short-sleeved polo shirt • Dark navy blue pants (not jeans or faded Dockers) • Blue or black belt • Solid white shoes and white socks • Well-groomed and neat in appearance • Optional – certified official V-neck sweater (approved for on-court wear by either referee) • Optional – white sweater vest (approved for on-court wear by either referee)

REFEREE REMINDER • Develop an Entrance Plan with/Your Partner • No later than a week before the match, contact partner and host school to verify details • Ensure accuracy of information you are going by • Initial information could be wrong so assume nothing • This communication establishes the cooperative team effort that promotes the importance of the match • Don’t leave messages on answering machines or email without asking for a reply • Have cell phone numbers of your partner, assigner and host management to deal with unforeseen delays

REFEREE REMINDER • Arrival at the Site • Ideally, establish a time to meet to ride together or meet at the location • Meet and walk in together (reinforces concept of teamwork) • Ensure time for pre-match discussion with partner to set expectations and understandings • Pre-match checklist available at www.vbofficiating.com • Second Referee gets an answer to “what do you expect of me?” • Informal signals, given discreetly, are thoroughly covered. • Emphasize eye contact “CENTERING” (before, during and after each play). • Delay in arrival should be the exception, not the norm so plan ahead and anticipate delays

REFEREE REMINDER During Warm-ups • Any non-playable area should be equitably available to both teams during the warm-up periods. • Timing of the warm-up periods – R2(whistle warn, horn teams exchange) • Ensure safety during warm-up periods • Observe skill level to determine level of play • Visually review the teams for jewelry • Inspect uniform legality • Numbers • Libero’s uniform – contrast and color

The position of the line judge when a server moves to the left side of the service zone to serve near the line judge (4’-5’) should be behind the server. • Review line judge calls and signals (inconspicuous area) • Foot faults committed by server • Foot faults committed by players other than server touching floor outside court during service • Antenna (Pursuit Rule); move from base position. • Balls in/out: If any part of the ball touches part of a line, the ball is “in” (call all balls in that are in) • Touches (not when ball is in play) • Reporting rude remarks or inappropriate behavior (fix antenna?) • Helping referee judge "pancake" digs • Line judge screened from call • Potential for overrule

  17. PAST RULE CHANGE • Media Timeout • By agreement of both coaches, timeouts in a non-broadcast match may be extended from the 60-second default length to the same length as a media timeout (75-90 seconds). Note: The decision of the IIAC Coaches is to stay with the 60-second timeout.

  18. PAST RULE CHANGE • Inadvertent horn or whistle • An inadvertent whistle or horn that affects play ends the rally. The first referee must determine if the inadvertent whistle or horn affected play (rally is replayed) or not (result of rally stands). Note: R2 discuss with the horn operator the use of horn/buzzer for warm-up protocol, timeouts, and intervals between sets.

PAST RULE CHANGE • Protest Procedure • When a protest has been lodged regarding a scoring discrepancy; in addition to reviewing the score sheet for errors and consulting with all assigned referees and scorekeepers; The referees or protest committee may also: Review information from an official statistician if an electronic play-by-play system is in use. If that resource is not available, the referees may use information from the team’s bench statisticians or scorekeepers, provided both are in agreement as to the score and/or sequence of events. Note: The referees should continually check the visual score for accuracy.

  21. PAST POINT OF EMPHASIS • Net Height • The specifications for net height and antenna placement are the responsibility of event management. If the net set-up is done correctly, the referees’ confirmation will take only a few seconds, minimizing the disruption to the warm-up protocol. Note: Referees may use their net chain to plumb bob the antennas, but are to call upon event management to adjust the height of the net or referee’s stand.

PAST POINT OF EMPHASIS • Libero Uniform • “LEE’ – BAH – ROW” • The libero must wear a jersey that is immediately recognized from all angles as being in clear contrast to and distinct from her teammates, as determined by the first referee. Note: The libero’s shorts must be identical to her teammates.

PAST POINT OF EMPHASIS • Ball Crossing the Net – “Pursuit Rule” • For pursuit rule to be used there must be at least 2 meters of free space between the pole and score table and behind the first referee’s platform. That measurement must take into consideration padding, walkways for fans, fan’s location on the first row of bleachers, etc. Note: Mark 2 meters on the net chain.

PAST POINT OF EMPHASIS • Timeout Administration • R2 warning whistle (loud blast) at 0:15 • If team(s) have not taken court at 0:05, R2 moves towards team(s) and verbally encourages them to take court; “Come out please.” (may toot whistle) • Horn at 0:00 (R2 whistles if no horn is available) Both teams should have taken the court. • R2 goes to position, signals # of timeouts taken by both teams (R1 mimics) and gives ready signal to R1. Note: If both teams are ready the timeout may end early. Timer/R2 make sure the clock is stopped and the automatic horn is turned off.

PAST POINT OF EMPHASIS • Timeout Technique - issuing a delay sanction: • If a team(s) remains in their huddle past 0:00 and the sounding of the horn (R2’s whistle) • The R2 should speak to the coach(es) to offer a warning; “Coach please bring your team out.” • A blatant delay, after being instructed to take the court, should be immediately sanctioned without any more verbal warnings.

PAST POINT OF EMPHASIS • Court Markings • If the referees identify court markings are not legal and cannot be remedied, the referees will communicate with the school administration and conference, and the NCAA secretary/rules editor; however, the current match will be played. Note: This information should be included in a post match phone call that evening to your assigner.

PAST POINT OF EMPHASIS • Scorekeeping; Potential Problems • Any late calls, late substitution(s)/multiple substitutions or timeout requests, overrules, mind change, sanctions, or break from the norm, others? • “Did you get that… ?” • “There was a playover.” • “Libero serving” • “Take your time.” • “Do you need more time?” Note: R2 Before reviewing a scoresheet, get the attention of the R1. Then turn it around.

PAST POINT OF EMPHASIS • Scorekeeping; Reviewing the score sheet Go back at least 5 points to track score Verify timeouts taken Do the slashed numbers in the players column match the substitution counter? Have sanctions been correctly written? Make sure the running score matches the scoring section Don’t Panic. Take 10-15 seconds to process. R1 don’t check out. Any more than 60 seconds to resolve, come down to help.

  29. PAST POINT OF EMPHASIS • What do I say now? Give the one right answer that follows the rule using the rules verbiage. Don’t ignore, don’t reprimand coaches. Don’t say, “That was a good call.” Listen and respond to questions. Anticipate, and don’t pre-empt. Be concise and accurate. (6 Words?) Practice to self.

PAST/2010 POINT OF EMPHASIS Ball Handling Directive Guidelines; “Keep the Ball Flying” Eliminate Personal Philosophies • Work for consistency in ball handling judgment. • Only the contact point should be considered when judging legality. • Outside influences such as player technique, spin, coaches’ expectations or crowd reaction should not be considered when judging the legality of the contact. • There is no body/ball position or playing technique that automatically results in illegal contact.

  31. PAST/2010 POINT OF EMPHASIS Ball Handling Directive Guidelines; • An increase in continuation of play when judging second ball contacts*** that are directed to a teammate. • A player in good position must play the ball without discernable double contact***. • Less severe judgment is applied to a contact by a player who makes a challenging or spectacular play***. • Mishandled balls resulting in a blatant fault should still be called, regardless of the challenging or spectacular nature of the play.

Call what you actually see. • Trust yourself – don’t be influenced by outside factors. • Anticipate, but never assume. • Don’t look ahead. • Don’t make the expected call. • Did the ball play the player? • If so its probably legal. • An egregious fault should be called regardless of the challenging or spectacular nature of the play. RULE CHANGE – 2010 - 11 Playing Surface - 1.1.1.2, page 15 During timeouts and between sets, media personnel will be permitted on the court unless prohibited by the host institution or tournament director, but must not delay the resumption of play. Uniform Numbers - 7.1.2.8, page 41 Once the lineup sheet has been submitted for the first set, players may not change numbers for the remainder of the match, unless the uniform is damaged.

RULE CHANGE – 2010 - 11 Pre-match Protocol – 9.1.1.1, page 49 In a tournament situation, or (if both coaches agree) when a match follows another scheduled activity in the facility, the shared court time period of 41 minutes may be reduced to a minimum of 10 minutes. If a warm-up court in the same facility is available, the tournament director may direct it to be used for the shared court time rather than the competition court. The warm-up court must be regulation size, and include a net that meets the specifications in Rule 2.

  37. RULE CHANGE – 2010 - 11 Deciding Set Coin Toss – 9.2.4.4, page 51 At the end of the set before a deciding set, a representative from each team must immediately report for the deciding set coin toss; the players are released to their respective benches.

RULE CHANGE – 2010 - 11 Rotational Fault (Wrong Server) – 13.2.3.1, page 70 When it is discovered that a wrong player is about to serve the ball, the scorekeeper must wait until the ball has been contacted for service, then report the fault to the referees. Note: The scorekeeper will not be responsible for stopping play.

RULE CHANGE – 2010 - 11 Ball Crossing the Net (“Pursuit” Rule) – 15.1.1.1, page 78 A ball that has crossed the net plane to the opponent’s free zone over or outside the antenna after a team’s first contact or block may be played back to a teammate, provided a center line fault is not committed and the ball, when retrieved, crosses the net plane over or outside the antenna on the same side of the court. The opponent may not prevent this action. Note: A player is no longer restricted from crossing under the net or net cable to pursue the ball.

  40. RULE CHANGE – 2010 - 11 Playing Faults and Consequences - 8.1.3.1, page 45 A rally is the sequence of playing actions from the moment of the service contact by the server until the ball is out of play. A rally is completed when the playing actions result in a point awarded to either team.

RULE CHANGE – 2010 - 11 Team Lineup Submission – 10.1.1.1, page 53 For the first set of the match, lineup sheets must be submitted no later than the three minute mark on the clock timing the pre-match warm-ups. - 10.1.1.7, page 54 Changes may be made to the lineup sheet after it is submitted without penalty or substitution until the one minute mark. Note: At the one minute mark lineups can be released to the official statisticians, announcer, and other appropriate parties.

Note: Libero replacements and requests for interruptions (timeouts & substitutions) can only occur after a completed rally and before the first referee’s whistle for next service.
