Current EU common challenges • Ageing population • By 2020, 35% of all jobs will require high-level qualifications (today: 29%) = “knowledge economy” • Too many early school leavers (15% of 18-24 year olds have less than upper secondary education) • Youth unemployment is high: 21% • Low-carbon economy • Technological changes

UE strategy and flagships to face challenges Europe 2020 EU is setting the strategy for the next decade - focusing on « smart, sustainable and inclusive growth » • Flagship initiatives linking with education and training: • An Agenda for new skills and jobs • Youth on the Move • Innovation union Contribution of VET to support Europe 2020 strategy and flagship initiatives required : A new impetus for VET for 2020 – (June 2010) Bruges communiqué – (December 2010)

  5. A vision for VET Commission’s communication June 2010 • VET should be: • Attractive • Accessible • Flexible • Inclusive • Relevant • Supporting mobility • Integrated part of lifelong learning

What does EU VET agenda want to reach ? • High quality initial VET • Flexible systems of VET based on a learning outcomes approach which cater for validation of non-formal and informal learning • European education and training area with transparent qualifications systems • Substantially increased opportunities for transnational mobility in VET • Attractive and inclusive VET • Easily accessible and high-quality lifelong information, guidance and counselling services • Easily accessible and career-oriented continuing VET

  8. Improving the quality and excellence an enhancing attractiveness of VET • 1. Fostering the quality and excellence of I-VET and C-VET • Quality assurance in line with EQAVET • Quality training of teachers, trainers and other VET professionals • Increase labour market relevance of I-VET and C-VET • Thematic networking on quality assurance, matching skills within LLP • 2. Making I-VET an attractive learning option and developing a strategic approach to internationalisation • Use of European transparency tools (EQF, ECVET, Europass) • Promotion of foreign languages

Mobility in VET contributed to the Youth on the move initiative Launch of a Study on the legal and administrative obstacles to transnational placements. « EuroApprenticeship » platform to offer information, support and links to enhace mobility of apprentices (http://www.euroapprenticeship.eu/en/home.html ) An adding funding for Leonardo da Vinci mobility for : Developing network to better promote matching of offer and demand Improving quality of hosting of apprentices and trainees Fostering mobility in VET

  10. Promoting equity, social cohesion, active citizenship • 1. Enabling flexible access to training and qualifications • In C-VET to contribute to 15% adult participation in LLL by 2020 • In both I-VET and C-VET, facilitate transitions, pathways and develop higher VET • 2. Realising inclusive I-Vet and C-VET • key competences alongside with vocational competences • reduction of early school leaving through more work-based learning • access to VET for groups at risk : thematic networking running • promotion of active citizenship through partnerships with civil society

Enhancing creativity, innovation and entrepreneurship • forming of knowledge partnerships between VET providers and enterprises, HE institutions, design centres and cultural sector • a use of ICT to maximise access to training an promote active learning • support to entrepreneurship initiatives • support to start-ups for VET graduates and mobility of young entrepreneurs

  12. Leonardo da Vinci programme • A support for VET Agenda • It contributes to: • Development a VETEuropean area in well- functioning with labour market • Modernisation of the European Education and Training systems
