Purpose • To measure inputs to national family planning programs, separate from outputs such as contraceptive use or total fertility rates • Assess effort in 30 components to create profiles of effort – summarize in 4 components • Monitor program effort in over 90 countries over time (1972, 1982, 1989, 1994, 1999, 2004)

  3. Component 1: Policy • Policy on fertility reduction and family planning • Statement by leaders • Level of program leadership • Policy on age at marriage • Import laws and legal regulations • Advertising of contraceptives allowed • Involvement of other ministries and public agencies • Percent of in-country funding of family planning budget

  4. Component 2: Services • Involvement of private-sector agencies and groups • Civil bureaucracy involved • Community-based distribution (CBD) • Social marketing • Postpartum program • Home-visiting workers • Administrative structure • Training program • Personnel carry out assigned tasks • Logistics and transport • Supervision system • Mass media for IEC • Incentives and disincentives

  5. Component 3: Evaluation and Monitoring • Record keeping • Evaluation • Management’s use of evaluation findings

  6. Component 4: Method Availability • IUDs • Pills or injectables • Female sterilization • Male sterilization • Condoms • Safe abortion
