Significant Events Related to the Transport of Oxygen on Aircraft May 11, 1996 ValuJet Accident May 24, 1996 RSPA published Interim Final Rule temporarily prohibiting the transportation of chemical oxygen generators as cargo on passenger-carrying flights. May 31, 1996 NTSB Recommendation A-96-29, “RSPA should, in cooperation with the FAA, permanently prohibit the transportation of chemical oxygen generators as cargo on board any passenger or cargo aircraft when the generators have passed expiration dates, and the chemical core has not been depleted.” (Class I, Urgent Action) Dec 30, 1996 RSPA publishes Final Rule permanently banning the transport of chemical oxygen generators as cargo on all passenger-carrying flights. Dec 30, 1996 RSPA issues NPRM to ban the transport of all oxidizers, including compressed oxygen, on all passenger-carrying aircraft. June 5, 1997 RSPA adopted a more specific shipping description for chemical oxygen generators to make it easier for carriers to identify these devices, and also specified additional packaging requirements. Aug 20, 1997 RSPA publishes a Supplemental Notice of Proposed Rulemaking (SNPRM) to determine whether the proposed oxidizer prohibition should extend to Classes B and C compartments on passenger-carrying aircraft.

Significant Events Related to the Transport of Oxygen on Aircraft Aug 19, 1999 RSPA published Final Rule imposing more stringent req’ments on transportation of compressed oxygen cylinders in aircraft. The new requirements reduced the possibility of oxygen release in the event of a controlled fire, which could intensify the fire and overtax the suppression system.
