  1. PRESENTATION TO PCOT UPGRADING OF ROAD R355 BETWEEN SPRINGBOK AND GAMOEP TO VAALPUTES, NORTHERN CAPE PROVINCES 23 JULY 2016

Background • The Honourable Veronica Van Dyk, wrote a letter to the Minister of Transport on 19 November 2015 about a petition signed by (over 200) residents of Rooifontein and Kamasies. • The residents of Rooifontein and Kamasies as well as the local farmers are demanding for the road (between Springbok and Gamoep to Vaalputs) road R335 to be upgraded from gravel to surface. • It was initially alleged that the roads in question (R355) is a national road belonging to SANRAL

Investigations • SANRAL and Northern Cape (NC) province were consulted to determine ownership of road R335 and the petition • According to the preliminary investigation, the road R355 is the last stretch of N14 from springbok to Vaalputs. • Based on information received, it is a gravel road in a very poor condition that could result in terrible accidents and loss of life. • .

Engagement with roads authorities • It was determined that the road belongs to the NC Department of Roads & Public works • Province indicated that the road is a gravel road & it is bladed on monthly basis since 2015. • Upgrading from gravel to surface in the province is based on amount of traffic on the road as per policy.

Findings • The Department has detail evaluation data on all roads in the NC and therefore all roads are prioritised through a sound engineering based system. • The road (R335) has an Average Annual Daily Traffic count at peak of 67 vehicle, of which 60 are light vehicles. • This is extremely low volumes of traffic compared to the provincial gravel road network.

  7. Action taken by DoT • The Minister was informed about the condition of the road and a petition by the community • The Minister support the demands by the community for upgrade in order to strengthen the nuclear belt project and recommended the province prioritise the road upgrade. • The province was made aware of the Minister`s recommendation • Honourable Ms Veronica Van Dyk was informed about the process and the position of the province

  8. Feedback from the province • The road R335, has an average annual daily traffic count of 67 vehicles at peak, of which 60 are light vehicles. • The road has extremely low traffic volume, as a result does not qualify for surfacing • The road R355 is not on provincial plans for upgrade, (attention for roads upgrade is on John TaoloGaetsewe Municipality whereby schools were closed due to community protests against the poor conditions of roads.

  9. Feedback from the province • The province is currently experience budgetary constraints • Some of the road upgrades have to be suspended due to budget (eg: John Taolo Gaetsewe)
