  3. Background • Before campaign in 1995: • Child labor: a problem that would not go away • Numbers increasing & nature of problem becoming more severe • Apathy & indifference ruled

  4. Objectives • Strategy based on: • Availability of comprehensive statistics • National media campaign • Demonstration of action programs • Competence of key players

  5. Process • Action programs: • Documentaries • Print media • Social mobilization (local councils) • Associations of child workers • Training programs

  6. Problems & achievements • Major strength: • Broad-based strongly committed alliance • Persuading government to change position on ratification of labor standards • Importance of labor inspections reaffirmed • New legislation upcoming • IPEC working in 18 project sites on direct action programs

  7. Problems & achievements • National Child Labor Committee is mainstreaming child labor in major development programs

  8. Lessons learned • Philippine experience shows basic elements for effective national program are: • Focus on priority groups • Participation & consultation • Effective communication • Integration & complementarity • Flexibility • Capacity building • Networking & collaboration

  9. Main goals for next 2 years • Integrating child labor into national development planning & programs • Expanding community services for working children with emphasis on hazardous work
