  1. TWO-DAY WORKSHOP ON STRENGTHENING LOCAL SELF GOVERNANCE & ACCELERATING RURAL DEVELOPMENT DEPARTMENT OF LAND RESOURCES 22.07.2010

Area Development Programmes DoLR has been implementing three programmes on watershed basis since 1995-96. • Drought Prone Areas Programme • Desert Development Programme • Integrated Wastelands Development Programme These programmes have been integrated into a single modified programme called Integrated Watershed Management Programme (IWMP) w.e.f. 26.02.2009.This consolidation is for optimum use of resources, sustainable outcomes and integrated planning.

OBJECTIVES OF IWMP • Harnessing, conserving and developing degraded natural resources such as soil, vegetative cover & water • Restoring the ecological balance • Prevention of soil run-off • Regeneration of natural vegetation • Rain water harvesting & recharging of ground water table • Introduction of multi-cropping & diverse agro-based activities • Promoting sustainable livelihoods

  4. SALIENT FEATURES OF IWMP • Cluster Approach: Average size of project -1,000 to 5,000 ha • Scientific Planning: Use of GIS based data at State and District levels. Use of Remote Sensing inputs in detailed project planning and preparation of DPRs. • Institutional Framework: Dedicated institutional structures with multi-disciplinary experts at the National, State, District & Project levels. • Capacity Building: All stakeholders involved in dev. of watershed projects. • Livelihood Orientation: 10% project funds for livelihoods for assetless people and13% for farm production & micro-enterprises. • Monitoring & Evaluation: 2 % of the project funds earmarked. Mandatory evaluation after completion of every phase i.e. Preparatory, Works and Consolidation.

  5. ROLE OF PRIs • DPC approves perspective & annual action plans of watershed projects. It integrates these plans with over all District plans and also oversees its implementation. • Similarly, Intermediate Panchayats have important role in planning watershed projects. They can also act as PIAs. • Gram Sabha constitutes WC which implements project with the technical support of WDT. • GP supervises, supports & advises WC, authenticates its accounts, facilitates convergence with other schemes. • GP allocates usufruct rights to UGs/SHGs over assets created.

ACTIVITIES UNDER IWMP • Soil & moisture conservation measures • Water harvesting measures • Planting of multi-purpose trees & shrubs and pasture land dev. • Promotion of agro-forestry and horticulture • Training, extension and awareness generation • Encouraging peoples’ participation • Livelihood activities for assetless people • Production system and micro-enterprise

CAPACITY BUILDING • 5 % of project cost earmarked • Reputed institutes/ NGOs - ICRISAT, NIRD, CRIDA, WASSAN, FES, BAIF, etc. involved • Training topics & methodology suggested to States to prepare a definite CB plan for stakeholders • Workshops for promoting use of high-science tools • GIS based field monitoring process initiated on pilot basis • One-year Diploma course on watershed management by IGNOU for rural youths

  9. AREAS OF CONCERN • Completion of 13,602 overdue ongoing projects • Data on degraded/ wastelands converted into productive land due to watershed intervention • IWMP projects yet to take-off in Bihar, Goa, Haryana, J & K, Manipur and West Bengal
