Listing Status for Copper North of Dumbarton:This area is de-listed, but does not yet have an SSO. South of Dumbarton: This area is de-listed and has a SSO for dissolved copper (6.9 ug/L).
The Copper Control Game Plan • SSO (or SSOs) for North of Dumbarton • Copper Management Strategy • Bay-wide approach for copper • Monitoring with dissolved copper triggers • Sensible copper control measures Theme: relax objective in view of site-specific issues in exchange for commitment to monitoring and source control.
SSOs adopted through a Basin Plan Amendment Staff report for the amendment contains: • Technical background and uncertainties • Monitoring program description • Management Strategy description • Alternatives analysis(CEQA document) • Regulatory analyses (CA and Federal) • Basin Plan language • Model permit requirements
Preliminary SSOs for North of Dumbarton North Bay:Proposed SSO will likely be 6.0 ug/L. South Bay:Proposed SSO will likely be 6.9 ug/L (same as South of Dumbarton). South of Dumbarton: Already has SSO for dissolved copper (6.9 ug/L).
Copper Management Strategy • Urban Runoff • CEP report from Kelly Moran identified sources • Current project underway through CEP to identify control options for these sources (completed in Summer) • POTWs • Required numeric effluent limits • Continued source control • Anti-fouling coatings containing copper • Work with DPR to understand sources/explore options • Promote feasible alternatives
Rough Schedule • “Working Draft” Staff Report (any day now) • CEQA scoping session (Fall 2005) • Draft Staff Report and Basin Plan Amendment available for peer review (Fall 2005) • Public comment period starts (Late Fall 2005) • Information item to board (Winter 2005) • Board Action (Early 2006)
