  1. PORTUGUESE HEALTH RECORDS (PHR) AND ITS CONTRIBUTION TO A PERSON CENTRED HEALTH SYSTEM PERALTA SANTOS, André M.D. Public Health Resident and Young Gasteiner| Brussels 19th June 2014 | Views are my own PHR CONSTITUTES THE NATIONAL HEALTH RECORD DATA SHARING FACILITY. THIS DATA CAN BE SHARED BETWEEN CITIZENS, HEALTHCARE PROFESSIONALS AND HEALTHCARE ENTITIES. A KEY FEATURE REGARDING PHR IS THAT DATA SHARING IS MANAGED AND CONTROLLED BY THE CITIZEN THROUGH THE CITIZEN PORTAL. HEALTHCARE PROVIDERS MAY REACH THE DIAGNOSTIC IN LESS TIME AND WITH FEWER COSTS BY CHECKING THE PATIENT DATA PRESENT IN PHR. Personal Health Record area that offers online informative and electronic services to the patient. It aims to strengthen the relationship between citizens and the NHS. • STRENGTHS • True revolution on how the patient information is managed “Follows the user” • Empowerment of the user | Patientsafety Provide professionals with access to patient clinical data stored in servers and records from different institutions and central repositories • THREATS OR CHALLENGES| OPPORTUNITIES • Data Protection and security • How to deal with “late majority” “Laggards” and fully implement the eHealth reform • Professionals blockage of eHealth technologies as a protest to austerity • Market initiative VS Interoperability Provide statistics from anonymised clinical data to central institutions.
