Overview #3 • Targeted Population This grant is targeted to provide sound evaluation processes and procedures where “high need local educational agencies (LEAs)” have initiated, or are continuing, a technology grant. A high need LEA is one that: Is among those LEAs in Michigan with the highest numbers or percentages of children from families with incomes below the poverty line as defined by the TITLE I - PART A, ALLOCATIONS School Year 2007-08 found at: http://www.michigan.gov/documents/mde/MDE-P2_FS_08_T1aAllocListOrig_199917_7.pdf, and Serves one or more schools identified for improvement or corrective action under section 1116 of the No Child Left Behind (NCLB) Act of 2001.

Overview #4 • Rejection of Proposals The Department of Education reserves the right to reject any and all proposals received as a result of this announcement. • Review Process • MDE utilizes an expert review panel when scoring its competitive grants. For this grant program, review teams will be composed of people both within MDE and outside MDE as needed, with expertise in student assessment and technology. MDE staff will supervise the review. • Award selections will be based on merit and quality, as determined by points awarded for the Review Criteria Section and all relevant information. • The maximum score for the following criteria is 100 points. Each grant has its own set of scoring rubrics that total 100 points. • Other factors may apply in making funding decisions, such as (1) geographic distribution; (2) duplication of effort; (3) duplication of funding; and/or (4) performance of the fiscal agent on previously funded initiatives.

Overview #5 • Statewide Resources These grants are designed to develop statewide resources that benefit teachers, students, and administrators They are focused on building capacity to use educational technology to improve teaching and learning • Universal Design for Learning These grants require the incorporation and use of Universal Design for Learning (UDL) methodology in the design and delivery

Project #1EETT Project Evaluation Design and Implementation • Grant Range: ~$175,000 • Deadline: August 31, 2007 • Purpose: • Provide professional development for other Title IID project staff on the effective evaluation of technology projects • Develop evaluation processes and procedures for the other Title IID competitive projects • Develop performance measurement systems to evaluate the effectiveness of Ed Tech programs, including the effective use of educational technology in schools and the implementation of technology solutions that will improve student achievement

Project #2Michigan Schools Online • Grant Range: ~$500,000 • Deadline: August 31, 2007 • Purpose: • Develop and adopt additional options for e-learning and/or virtual learning to aid Michigan schools toward achieving the Michigan Online Learning requirement • Create and maintain a collection of free and low cost online learning resources to be shared across the state • Assist in reducing costs by developing high quality resources for implementation into the classroom • Impact teaching practice and student learning through the use of online learning experiences, learning management system activities, and modules that model best practices designed to teach 21st Century Skills • Promote online learning as a flexible learning tool to meet the needs of all learners

Project #4Career Forward (cFWD) Implementation • Grant Range: ~$220,000 • Deadline: July 31, 2007 • Purpose: • The CareerForward™ course was developed through a partnership between the Michigan Department of Education (MDE) and the Michigan Virtual University (MVU), with funding provided by Microsoft Corporation’s U.S. Partners in Learning Program • This grant seeks to expand the integration and implementation of “CareerForward” (cFWD) at the middle school and secondary level • Example: ~200 schools would receive $1,000 mini-grants to support their implementation of cFWD

Project #5NCLB 8th Grade Technology Literacy Assessment • Grant Range: ~$150,000 • Deadline: August 31, 2007 • Purpose: • Primarily, provide units of instructional information, including lesson plans, assessments, scoring rubrics, support documentation, and professional development materials that seek to accomplish the instruction and assessment of the Michigan Education Technology Standards (METS) for students at the 8th grade level • This grant also provides funding for piloting professional development programs for counselors, teachers, and administrators to use the resulting product to better meet the requirements for the 8th grade technology literacy assessment

Project #6One-to-One Initiative • Grant Range: ~$500,000 • Deadline: July 31, 2007 • Purpose: • Provide leadership and representation at the state for Michigan’s One-to-One initiative • Develop resources and training, and offer professional development to support districts seeking to lower student to instructional computer ratios • Support and sustain ‘digital coaches’ network and train coaches to incorporate concepts of Universal Design for Learning (UDL) in coaching practice • Facilitate and sustain an increase in the level of one-to-one technologies in Michigan classrooms

Project #9Administrator Professional Learning Communities • Grant Range: ~$150,000 • Deadline: August 31, 2007 • Purpose: • Develop and implement a statewide, alternative, cost effective network for delivering administrative professional development online • Utilize educational technology tools and resources, preferably in conjunction with LearnPort, as a mechanism to promote and create professional learning communities • Establish a pilot with at least one local, regional, and statewide professional learning community (PLC) within at least one high needs LEA using educational technology that focuses on the importance of strong instructional leadership for administrators

  13. Project #10Technology Integration Champions • Grant Range: ~$660,000 • Deadline: August 10, 2007 • Purpose: • Design and deliver a statewide model for professional development that will create the skill set necessary for a building-based “Technology Integration Champion” at the local level • Provide resources to potential educators to participate in the training through experiences at conferences, training seminars, and other professional development opportunities • Incorporate the concepts of UDL to promote the full integration of technology applications with the goal of improving student achievement
