  1. Community CenterWorkshop Site Location &Design Concept September 9, 2008

  2. History of Community Center Federal Grant Received • On November 18, 2005 Congressman Boyd assisted the County in securing a Grant through the (HUD) in the amount of $396,000 for construction of a Community Center. • Agreement specified facility is to be constructed and all funds expended no later than September 30, 2013.

Grant ConditionsProvided that the Community Center: • Be centrally located to the population density of the county. • Located on a site not less than 2 acres. • Required to produce the required. • Complete Environmental Review for work to commence, paid for by the County from funds other than grant funds.

  5. Groundwork Continues On June 18, 2007 a workshop was held to discuss the 3 locations and priorities that arose from the Ad Hoc committee meeting. • Wakulla Expo Property • Horne Property-adjacent to Medart Recreation Park • Medart Recreation Park Existing Property

  6. In August 2007, the Board directed staff to pursue acquisition/lease back agreement with the Wakulla Expo Association (WEA) including a suitable location of the Community Center. In December 2007, the Board ranked the Community Center as one of their top priorities at their annual retreat. From August 2007 until June 2008, the County and WEA participated in ongoing negotiations. County was notified on June 20, 2008 of Failed Negotiations with WEA. On the same day, at the regular scheduled Board meeting, the Board directed staff to explore a central location in the Crawfordville Area for their consideration. On August 4, 2008, the Board approved for a workshop to be held to discuss the Community Center Per the Board’s direction, staff researched the potential Community Center locations again and found that the same issues such as: right-of-way, sinkholes, runoff, inadequate size, or inaccessible conditions still existed.

  8. Staff’s Recommendation • After thorough consideration, staff is recommending that a portion of the county-owned 3.7 acres parcel located on Trice Lane, adjacent to an additional 5 acres owned by the County, be the site for the Community Center. • This property is located between the county-owned property utilized by Public Works and the facility that currently houses Emergency Medical Services. This location has ready access to all major roads and is surrounded by most major residential communities.

  9. Potential Issue of Concern • If future expansion is required, additional acreage immediately behind the facility may be an option for purchase in the future. However, if expansion occurred there is one issue that could potentially jeopardize the use of a portion of this property. • Staff is currently researching whether there is an unmarked cemetery located in the back portion of this property. Should the unmarked cemetery exist, there will be additional undetermined costs associated with this project.

  19. Summary • The Community Center project has moved forward by an ongoing effort of many. The research of locating the most viable option for the location of the center for both the county and community has proved challenging. What is evident at this time is that a central site potentially exists that could accommodate a community center, and if the Board desires, a fire station, as well as an EMS facility that is centrally located, adjacent to fuel and mechanical repairs that would meet community needs for the next 20+ years.

  20. Board Considerations • As presented at this workshop, there are many decisions that the Board will need to consider regarding the future of the Community Center. Staff is recommending that the Board address the following matters at this time: • Approve location; • Approve Design Concept based on Funding Level; • Direct Staff to Pursue Set of Plans, Further Cost Analysis; • Authorize Preparation of RFP for Contract Management.

  21. Next Step • Staff has presented a series of options for the Board’s consideration in this workshop item. Based on Board direction, staff will proceed to prepare a ratification agenda item for Board approval, and execute the direction as provided by the Board.
