  3. Introduction • September 2015 GRZ launched the SMART Zambia agenda. Which led to operationalisation of the E-Government Division in the Office of the President. (SMART Zambia). • Mandate “Coordinate, Harmonise and Implement ICT’s in the Public Service”. • Goal: “To achieve social and economic transformation by adopting a paradigm shift from traditional approaches of service delivery”. • This presentation will highlight how the GRZ SMART Zambia Initiative has created an environment for the synchronising of ICT Systems and Business Processes in general with focus on Public Finance Management systems (PFMS). LESSONS LEARNT SMART Zambia - challenges in the implementation of Public Finance Systems; • The following lessons have been learnt in the synchronising and integration of systems in the Public Finance sector; • Separation of roles- i.e. between technical team and business process owners. • Internal Skill development – plan and maintain the required skills. • Use of proprietary software – licensing fees can be costly • Maintenance Plan- imperative to plan for the upgrade of both hardware and software requirements of the system. CONCLUSION SMART Zambia - challenges in the implementation of Public Finance Systems; • The SMART Zambia Institute has made headway in the coordination of various ICT initiatives in the Public Finance Sector towards the achievement of the SMART Zambia agenda. • These initiatives have provided a digital platform for secure, integrated Public Finance Management Systems to grow the country towards a prosperous and middle income nation by 2030. • During the migration to integrated Financial Management Systems it is imperative that attention is paid to Infrastructure, Integration, IoT, Data Mining, and Forecasting & Modelling.
