Recommendations for the Green Paper Sectoral policies: transport and safety: • to strengthen and develop shipping routes (C); • to improve transport links with the islands; • to support EU shipbuilding industry's LeaderSHIP 2015 initiative and high quality shipbuilding; • to make the avoidance of shipping accidents a priority of the EU, i. e. by supporting double hull tankers (C); • to support safety in ports against the threat of terrorism; Thomas Engelke/Brest/060217

Recommendations for the Green Paper Sectoral policies: fisheries, coastal protection & development • to continue the reform of fisheries policy, to safeguard fish stocks and livelihoods of fishermen (C); • to develop scenarios for coastal protection measures – in light of the rising sea level (C); • to take account of capacity building and facilityconstruction of coastal areas (C); Thomas Engelke/Brest/060217

Recommendations for the Green Paper Policy instruments: • to collect data on the economic and environmental value of marine resources (C); • to evaluate the current/planned use of marine resources (C); • a sound spatial planning, i.e. the implementation of the ICZM or similar instruments like INSPIRE; • to support trans-regional/trans-national ICZM approaches (C); • to boost funding for marine research, i. e. polar technology or mariculture (C); • to support marine technology; Thomas Engelke/Brest/060217

Recommendations for the Green Paper The regional dimension: • to recognise the contribution of local and regional authorities to managing maritime resources (C); • to include the regional and local dimension and to take into consideration the wide-ranging expertise existing at regional level – in particular examples of best practice and also model maritime regions (C); • to take account of cultural interests and local knowledge in maritime communities (C); Thomas Engelke/Brest/060217

Recommendations for the Green Paper Public awareness: • regional conferences during theconsultation of the Green Paper – to promote regional expertise and public awareness of maritime issues; • a long-term publicity campaign involving local and regional authorities.
