INVESTING EARLY STRATEGY WHAT IS HOME VISITING? • Home visiting programs are: • Regular—A home visitor provides services in the home with a standard frequency, such as weekly, biweekly, or monthly • Sustained—Services last between nine months and five years • Relationship-based—Families experience changes through cultivation of the relationship between the home visitor and caregiver and the caregiver and child • Standardized—Follow written guidelines and/or a curriculum that specify how the home visiting program should be delivered

INVESTING EARLY STRATEGY VALUING DIFFERENT TYPES OF EVIDENCE • Evidence-Based Practices/Programs refers to interventions that have been tested using rigorous scientific methods and proven effective. • Community-Defined Evidence refers to a set of practices that communities have used and determined to yield positive results as determined by community consensus over time. • Practice-Based Evidence refers to local aggregate evidence collected from individual client histories to learn what is happening in community practice.

INVESTING EARLY STRATEGY CREATING A CONTINUUM OF SERVICES Evidence-Based Programs Evidence-Informed Programs Community-Informed Programs and Practices Evidence-Based Programs use a standardized, well-defined model that has been proven effective through rigorous research design when implemented with fidelity. Evidence-Informed Programs use a documented model that has been shown to produce positive outcomes in at least one comparison study. • Community-Informed Programs and Practicesuse approaches that are designed for a specific community. They should be valued by that community, embedded in cultural and social conditions, and/or address populations for which EBPs or EIPs have not been developed. NOTE: BSK has also make NFP and PCHP expansion investments.

INVESTING EARLY STRATEGY THIS RFP IS FOR Evidence-Informed Programs Evidence-Based Programs Organizations cannot submit applications for the same home visiting program/model in more than one category. A separate RFP of $2.5 million for Community-Informed Practices will be released in January 2018. The Community-Informed Practices RFP will be ideal for organizations to implement programs and practices that have not been formally tested or new or innovative home-based practices designed specifically to serve focus communities.

INVESTING EARLY STRATEGY ELIGIBILITY • Start-Up or Already-Implementing Programs • Open to organizations: • implementing home visiting models/programs for the first time • that have home visiting services already operating • Ineligible Models • Not eligible: • Parent-Child Home Program (PCHP) is not eligible for this RFP. BSK funding for PCHP is administered through the United Way of King County and was put out to bid in an earlier RFP. • Nurse-Family Partnership (NFP) is not eligible for this RFP. BSK has invested in the expansion of NFP delivered through Public Health Seattle-King County. • Organization Types • Open to: • not-for-profit organizations • community-based organizations • tribes and tribal organizations • schools and school districts • public or governmental agencies serving King County • Small non-profits and community-based organizations are encouraged to submit proposals.

INVESTING EARLY STRATEGY INVESTMENT AVAILABLE • Evidence-Based Programs • Base Funds: $1,250,000 • Start-Up/Expansion Funds: $130,000 • Evidence-Informed Programs • Base Funds: $1,250,000 • Start-Up/Expansion Funds: $130,000 We reserve the right to reallocate funds between the two funding categories—evidence-based programs and evidence-informed programs—based on the applications received.

INVESTING EARLY STRATEGY INVESTMENT AVAILABLE • Base Funds for Home-Based Services provide dollars for community organizations to implement a core set of home-based services for children and families. • Renewable annually • Start-Up/Expansion Funds provide dollars for community-based organizations to acquire resources and build infrastructure necessary to implement a new program, or to expand and already-existing one. • Issued only one time and not renewable

INVESTING EARLY STRATEGY EVIDENCE-BASED PROGRAMS • SUMMARY • Funds Available: $1,250,000 + $130,000 • Contract Period: January 1 to December 31, 2018 • Model Eligibility Criteria: Theory of change, program manual, model appears in national registry, model proven in 2 RCTs • Funding Request Limits: $150,000-$250,000 base funds + up to $25,000 start-up/expansion funds • Example Models: Child-Parent Psychotherapy, Parents as Teachers, Early Head Start Home-Based, Family Spirit, Other • Anticipated Number of Awards:5-8 • The program must also meet the definition of home visiting outlined in Section II, A.”

Please feel free to share any information about other programs you may be aware of in your community. • Some sources have filters. Be sure to use them!

  23. DATA & EVALUATION THINGS TO KNOW • All programs will be required to participate in evaluation efforts. • No evaluation plan is required with your proposal. If awarded, BSK will partner with your organization to develop one. • Not all programs impact all indicators. Select only those for which the activities of the model will contribute to change. • Where possible, BSK will attempt to coordinate with other home visiting data collection. FIND DATA!

  24. CONTRACTOR REQUIREMENTS Capacity Assessment & Implementation Plan Upon notification of award, programs will complete a capacity assessment and implementation plan to inform the contract and technical assistance. Contractors will be asked to participate in up to three BSK Home-Based Services annual events that will provide an orientation to BSK and focus on professional development, data use, and systems building. BSK Home-Based Services Trainings Integration of BSK Priorities Contractors will be required to participate in the following capacity-building activities: • Infant and Early Childhood Mental Health • Developmental Screening • Vroom • Toxics FIND DATA!

  26. INVESTING EARLY RATING CRITERIA • Applications will be assessed based on the rating criteria. • Criteria includes two major components • Community needs and resources and home visiting model fit • Capacity • Refer to the rating criteria in developing your proposal

  27. INVESTING EARLY REVIEW AND APPEALS PROCESSES REVIEW All eligible proposals will be reviewed and scored by a panel of community members, subject matter experts, and King County staff. APPEALS Any applicant wishing to appeal the decision has 4 days to do so. See the RFP for the full process.

INVESTING EARLY BUDGET REQUIRMENTS TIPS • Be sure to download the budget template from the procurement website • If your program has a national model developer, consult them for required and recommended costs • Be sure to include both base funds and start-up/expansion funds • The template auto-calculates. DO NOT ALTER FORMULAS. • All applicants must submit a completed budget • Include evaluation costs of up to 10% • Include estimated costs to participate in BSK-required trainings • Administrative costs should not exceed 12% of your total budget
