Fills a unique niche in Chester County conservation: • Sprawl induced: • highway expansion • loss of open space & historic resources • degradation of environmental quality & community character • safety issues • Improve highway safety with sustainable practices Concern about: Natural Environment +Farm Land Protection +Safety in infrastructure expansion = Natural Involvement of Safety Agriculture, Villages & Environment in pipeline issues So, the combination of concern about the natural environment and farm land protection, as well as safety, as it relates to the expansion of infrastructure led to the natural involvement of S.A.V.E. in pipeline issues.

  4. 2009-2010 TAG “EDUCATION & OUTREACH ON PIPELINE SAFETY INVOLVING THE EXISTING COLUMBIA & PROPOSED CO-LINEAR AES SPARROWS POINT MID-ATLANTIC LNG PROJECT PIPELINES” Focus: Two Chester County projects TAG work + development of the Pennsylvania Marcellus Shale Play illustrated the holistic nature of gas resources development Marcellus Shale Drilling + Extraction = Transportation needs Gathering, Transmission & Distribution Lines

  5. The Chester County /Marcellus Shale Connection Pennsylvania Stats • Second only to Texas in new gas wells • Marcellus Shale • No Severance Tax • Chester County Infrastructure can transport gas from: • Northern Pennsylvania • Ohio • West Virginia to: East Coast Corridor

Citizens Coalition for Environmental & Property Protection in Pipeline Operations (2CE3PO) 2CE3PO: • Formed in 2009 • Disenfranchised community • Conflict over safety issues • Williams Transco Sentinel Project • Broad use of Eminent Domain • Legal filings • Three year project Landowners & Williams agreed ~ Sprawl + Pipeline Expansion = Need: Coordination: Existing Infrastructure Community Development Pipeline Development To enhance safety of pipeline operations :

Pipeline Safety Trust • Produce education & outreach based on factual, unbiased and verifiable data. 13

Foundations Developed with: • Pipeline operators, County Commissioners & Pennsylvania Department of Agriculture to provide API RP 1162 Pipeline Safety Awareness meetings to Pennsylvania farmers • County Commissioners to re-define and re-establish a Chester County Pipeline Task Force mirrored after Washington State Citizens Committee on Pipeline Safety (CCOP) • County Commissioners to: 1) engage/educate all Pennsylvania County Commissioners 2) author state wide Commissioner Education Course • Pipeline Safety Trust utilize mentoring/experience “Safe-ty” The year has just begun.....
