  3. ISAS Liaison to MIS USF Drafting Team Gary Nolan Will rewrite all USF Documents Update TDF model Real time, not just 2X yearly Update dues allocations for Phase Shifters use Send to OC for vote October 2nd.

  4. ISAS Liaison to MIS Approved the ATF, ISAS and RTWG Charters Pre-July Inadvertent Balances Paul Rice “Proposed” wording was troubling to some NERC Reliability Sub-committee will look @ balances 4x yearly.

  5. ISAS Liaison to MIS WECC ISAS Goals Update BP’s for applicability and relevance. Serve as industry experts for SAR’s. Assess WIT updates and enhancements. Coordinate within hour schedules. DSS impacts to scheduling.

  6. ISAS Liaison to MIS Retirement of Documents-Gary Nolan WECC Interchange Authority Service System Requirements. WECC Procedure for Changing Interchange Schedules Master Tagging Templates and Intertie JOU Examples. WECC Interchange Schedule Curtailment replaced by INT-BPS-010.

  7. ISAS Liaison to MIS WestConnect Pricing Experiment-Mark Hackney Methodology to un-pancake transmission rates. Price only for transmission not Ancillary Services. Will not allow participants to buy transmission with negative savings.

  8. ISAS Liaison to MIS Western Interchange Tool (WIT) Gary Nolan SAR Submitted 7/7/2009 Needed to comply with the check out of schedules prior to the hour INT-003-2. Located on the WECC website under “Standards under development”.

ISAS Liaison to MIS Western Interchange Authority Back-up (WIAB) Gary Nolan/Carol Ballantine (PRPA) WECC is registered as the Interchange Authority conditional on the existence of a back up procedure for the WIT. Needs to have Sufficient redundancy Realistic Easiest and most reliable communications possible.

  10. ISAS Liaison to MIS WIAB continued Next meeting is 8/26/09 with an ensuing comment period of 45 days. Drafting team will address comment then. WIAB Contains language Exhaust all internal resources first BA to BA transactions followed up with ATF tags LSE’s communicate with BA’s to meet their load.

  11. ISAS Liaison to MIS Joint Electronic Scheduling Sub-Committee (JESS) Meet Sept. 1,2 Houston Developing transition plan from e-Tag 1.8 to version 1.8.1. Waiting for NAESB to develop RFP for Electric Industry Registry turnover. Change needed to urls from url for PKI Security.

  12. ISAS Liaison to MIS Reliability Based Control Mark Hackney APS Testing starts 3/1/2010. No confidence Eastern Interconnection tests relevant in WECC Due to flows over rated paths Lack of participation in testing.

  13. ISAS Liaison to MIS NERC Interchange Standards Don Lacen New Interchange Standards put onus on Sink BA’s. Replacement of Interchange Authority (IA) with Interchange Coordinator (IC). Reduction of Standards from 10 to only 5.

  14. ISAS Liaison to MIS Intra-Hour Transactions Accelerator (ITAP) Kathee Downey (PACIFCORP) Platform for Virtual Balancing Authorities Change at the half hour but only down. Submittal time between 10/20 after the hour. May be next step to ACE Diversity Interchange.

  15. ISAS Liaison to MIS Next Meeting Phoenix/San Diego January 2010.
