Description of Agreement • PAIRE will take over administration of the sponsored projects for VA-based Stanford faculty when 50% or more of the project is conducted at the VA • Effective 7/1/06, proposals submitted by PAIRE • Transition of awards as PIs receive new competitive award; award transfers will be effective 1/1/07 • Directly affects 3% (22/730) of SOM faculty

Description of Agreement • PAIRE can provide administrative support locally more effectively than Stanford can provide at a distance • PAIRE will improve resources and support for VA-SU PIs by investing in infrastructure • Additional administrative, IT, and janitorial staff • Equipment and space improvements • 10% MTDC discretionary accounts • Recruitment packages

Description of Agreement • Investment initially funded by PAIRE reserves, longer term paid for through: • F&A recovery at the A-122 rate (higher due to uncapped administration rate; currently at 37% for PAIRE, expected increase to ~46%), and • The VERA research allocation, which will increase as the total volume of research PAIRE administers increases; ~50% of that increase is promised to PAIRE for improved resources • PAIRE will be responsible for compliance • They will continue to use Stanford’s IRB and EH&S on a contract basis • Stanford will have representation on PAIRE Board

Responsibility for Activities PAIRE • Peer reviewed, VA approved research • Projects with >50% direct costs, less equipment, at VA • Non-governmental clinical trials with majority of subjects recruited through VAPAHS • Gifts for Stanford employees when intent of donor is unambiguous, funds are unrestricted and designated for activity in VA space Stanford • Existing awards until next renewal/new award arrives • Projects with <50% direct costs, less equipment, at Stanford • All NIH “K” awards • All training grants • Awards restricted to educational institutions or Stanford personnel • Gifts for Stanford

  7. Financial Impact • Costs include: • Time and effort for a transition team • Ongoing costs for JPA management • “Retained” costs (not able to “staff down” in individual departments) • A/R carrying costs

Financial Impact • Stanford loses the F&A costs associated with grants which move to PAIRE • A “JPA” rate has been set for the first year at the off-campus rate of 28%; this is meant to reimburse Stanford for the cost of managing the Joint Personnel Agreements for faculty and staff contracted to PAIRE

  9. Procedural Changes • Proposal Submissions: • PAIRE will route a PAIRE Routing Form to the RPM for review/approval via email • RPM routes to Department for review/approval • Dept routes back to PAIRE w/copy to RPM

  10. Procedural Changes • Award Transfers: • When a PI receives a new competitive award, we will review all of their awards and transfer them to PAIRE • Transfers effective 1/1/07 • First round of transfers include: Fredric Kraemer, Eugene Butcher, Ralph Rabkin, Tony Wyss-Coray, and Katrin Chua

  11. Procedural Changes • Effort management via MOU • PAIRE will maintain MOU in their effort management/reporting system • RMG will have access to PAIRE database to confirm pending and active award information • PAIRE will work with RMG to confirm pending and active award information

  12. Procedural Changes • JPAs vs. Subcontract: • PAIRE will issue a JPA to provide salary reimbursement for each Stanford employee devoting effort at the VA • When there is a separate scope of work conducted at Stanford, PAIRE will issue a subcontract agreement

  13. Procedural Changes • JPA process: • per person agreement • renewed annually • amendments issued to adjust effort and salary commitments • Stanford creating a JPA Administrator position to manage JPA process

Principles • The purpose of the agreement is to enhance the investigative environment for Stanford faculty doing research at the VA. • No organization or faculty member should be negatively impacted by the agreement (do no harm). • There will be joint periodic review of the viability and benefits of the agreement. • Stanford University and the School of Medicine will have meaningful representation on the PAIRE board. • A dispute resolution committee will be formed with Stanford and PAIRE members. • PAIRE has legal accountability for conduct of this research. • PAIRE is responsible for ensuring compliance with all applicable laws and regulations • PAIRE is responsible for reasonable and appropriate transition costs. • PAIRE indemnifies Stanford University and the School of Medicine against any liability arising from such grants.
