  1. Article 12 By : Alyssia Ashley Olarte

  2. Research Question Should Article 12 have people who were born and raised in the NMI own land regardless of ethnicity and blood?

  3. Surveys • Pilot survey with class • Changed ethnicity question • Surveyed 61 people • Only 27 qualifies as NMI descendents • 60% agreed to non-NMI residents to own land’ • 29 people said own land elsewhere • 62% agreed to putting a small % of land for foreigner sale.

  4. Interview • Supposedly suppose to interview : • Mayor Flores (BUSY) • Joe Lifoifoi (Off Island) • Rosiky Camacho • Rosiky stated that Article 12 = “Safe guard” of the NMIdescndents • He argued that it was not fair for an NMI descendent to own land but has no intention to return home vs. A non- NMI descendent who made CNMI their home but cannot own land.

  5. Literature • Found Countless articles about CNMI’s Article 12 topic. • Consequences of Good Intentions Exploring Land Rights in The Commonwealth of the Northern Mariana Islands. • Article from University of Hawaii Library • Article 12 and the CNMI’s history

  6. Literature • CNMI Department of Commerce: Economic Strategic Planning • Stated Article 12 was affecting economy • Economy began decreasing after 2009 • Last garment factory closed 2009 • (-18.8%) decline in GDP from 2008 to 2009

  7. What I learned? • How to write essays in APA format • Express myself through words by creating survey/ interview questions • Article 12 is up for public vote • The CNMI had flourished economically around late 2000s then declined after 2009 • Lost 30% of the islands population • 2011= 11.20 % unemployment rate

  8. Obstacles Through Research Process • PROCRASTINATION • Delayed most essays • Did some essays last minute • Mayor pushing back our interview till there was no time to conduct one. • Ultimate Laziness

  9. Changes I Would Have Made • Contacted other experts on the matter • Take initiative to do the work ahead of time • Organize and outlining what to put on the research paper • With survey mokey, print out my survey to give people during street market

  10. This class was fun, but I am seriously glad that it is over  Thank you and see you around.
