  1. Broward County Public Schools (BCPS), Data Snapshot Promotion Rates, 2012-13 Report from Student Assessment & Research May 2014 92%of (BCPS) third graders met the requirements for promotion. That’s about one percent less than last year’s average and about two percent less than the Broward’s three year trend. Promotion At A Glance At the elementary, middle, and high school grade levels and subgroups, districtwide promotion rates were stable across the three years of the study. Ninth grade students registered the highest promotion rates (99%) for the 2012-13 school year. Third grade Black male students evidenced the lowest promotion rates for the 2012-13 school year at (85%). The innovation zones with the highest promotion rates were Cypress Bay (n=12,306, 99%), Stoneman Douglas (n=8,731, 99%), and West Broward (n= 5,405, 99%).
