Methodology for developing the Plan of Action Matrix under Objective 1 • Key Areas of intervention: defined based on review of NFP contents under various sub-strategies • Targets: targets have been expressed in terms of non quantitative « policy targets » • Indicators: suggested indicators are quantifiable indicators for targets or selected key actions; • Actions: generally aligned with those proposed in existing frameworks • Timeframes: highly indicative

Critical Review of draft PoA Matrix for Objective 1Entry Points for discussion • Consistency between NFP provisions and other key documents (e.g agricultural mechanization, land issues) • Information gaps on targets and actions for some key areas of intervention (e.g agricultural credit) • Level of detail in specifying actions • Indicators: should one focus on indicators related to targets (output indicators) or indicators related to actions (input indicators)? • How to specify key assumptions?

How to finalize the PoA Matrix, ensuring policy consistency and national ownership? • Day-to-day joint work by TAT advisors and FPMU resource persons • Weekly TRT meetings enlarged to other key informants • Ad hoc appointments with key informants • Circulate the draft PoA among all relevant stakeholders for their comments and suggestions
