  2. First, dependent development: road of higher education modernization in developing countries • China and Latin American countries are fraternal friends, both are developing countries. For all developing countries’ earlier modernization, attachment was almost the only option ,which was hard to get rid of and had to be maintained.

  3. Therefore, from a certain extent , higher education modernization both in China and Latin American countries is a process of attachment development.

  4. Attachment development is a "double-edged sword", it accelerates higher education modernization, but also brings many obstacles which are difficult to eliminate.

  5. Its positive effects mainly are: firstly, it partially promotes higher education modernization; Secondly, it shortens the groping process of higher education modernization; Thirdly, it forms the tradition of valuing international exchange and cooperation.

  6. Its negative effects mainly include: firstly, the negative influence of the colonial education exists lonely . Secondly, it leads to the imbalance between higher education and social economic development; Thirdly, it leads to the "path dependence" of developing countries education reform.

  7. It has proved that, in the early days of developing countries’ higher education modernization, making an attempt to get rid of the developed countries, but construct modernization isolate, is unpractical.

  8. Second, the exploring of Chinese higher education development • Essentially it was a new attachment relations between the developing countries and the developed countries in the process of higher education globalization • However, exploring the higher education system with Chinese characteristics is significant and valuable.

  9. At present, we are making great efforts to the following aspects: First, we are strengthening the construction of higher education theory with the characteristics of localization. Second, we are adhering to the principle of gradual development in the process of using other countries’ higher education experience for reference. Third, we are taking other countries’ higher education experience as lessons pertinently .

  10. Finally ,the future higher education cooperation between Mianyang Normal University and Latin American countries

  11. Mianyang Normal University, with seventy years history, is one of the provincial universities in Sichuan province, Southwest China, located in Mianyang, which is the base of national defense scientific research and electronic industrial. It is the only science and technology city authorized by the State Council.

  12. At present, the school has various kinds of training system, such as postgraduate education, regular higher schools undergraduate full-time education, adult education, higher vocational and technical education, and foreign students’ education.

  13. There are over 16000 internal students, including graduate students, junior and regular college students in full-time programs. There are over 80 majors in economics, law, education, literature, history, science, engineering, agronomy, management, altogether nine disciplines.

  14. There are 34 scientific research institutions at different levels, such as Sino-German culture and education development research center, Africa culture research center, Longmen mountain earthquake zone ecological environmental research center. • There are 1239 in-service staff, including 981 full-time teachers.

  15. The school adheres to run it internationally, it launches academic exchange and cooperation between universities and scientific research institutions with Germany, the United States, Japan, Australia, Canada, New Zealand, Singapore, Ukraine, Tanzania , Taiwan, Hong Kong and other countries and regions, it exchanges experts, teacher trainings and students. • Therefore, it is possible to cooperate with Latin American countries’ higher education.

  16. In the future, we can cooperate in the following aspects: • 1, To exchange visits :Middle or senior managers on both sides exchange visits regularly, discussing school running, management concept, management method, and mutual cooperation etc. • 2, To exchange teachers: It achieves sharing mechanism of superior teachers on both sides, can promote the communication between teaching team and scientific research team.

  17. 3, To train undergraduates jointly: Both sides select excellent undergraduate students to accomplish the study of different courses in the domestic and foreign respectively, in order to broaden students' international vision. • 4, To train postgraduates jointly: Both sides cooperate to improve students' research consciousness and level, to improve the quality of talent training.

  18. 5, To exchange students: Both sides select students to complete the professional learning in the cooperation schools. • 6, To share education resources: Both sides build platform to promote resources integration and sharing between cooperation schools.
