Budget Assumptions • All Salaries Frozen at FY 2008 Levels • Except where contracts were in place • Effective 4/3/09 ALL discretionary spending was frozen • Deferred 50% of FY2009’s pension obligation into the future • Cancelled Police car purchase • Cut gasoline line to the bone • Cut all discretionary spending not obligated
