  2. HUD Governing Rule for Review Process HUD’s EPC review process requires that: • Reasonably anticipated energy savings MUST be sufficient to pay for project costs within the incentive period term. 2

Technical Review • Reasonably anticipated energy cost savings? • Estimated savings are within the typical range • Utility baselines adjusted for building and safety codes and occupancy • Utility baselines adjusted for HUD-funded ECMs • Projected savings are sufficient to cover all project costs • Savings verified using appropriate M & V procedures 5
