The changing picture of accreditation • A greater role for external evaluation in protecting the community and promoting quality improvement • Programs are more diverse and raise new issues: • Mandatory versus voluntary • National versus partial coverage • Ownership by government or by professionals • Obligations of accountability and publication of results • Links to regulatory and to incitative mechanisms

A sharing of values and principles (Adopted in June 2006 by the health ministers of member states) • The universality of access to care for each resident of the European Union • The access to quality care • An equitable access independent of ethnicity, sex, age, social status and the capacity to pay • Solidarity in terms of financing system • A system aimed at reducing inequalities in health and at promoting prevention actions
