CIHC Vision To be viewed by environmental, health, and safety professionals, national and California local section AIHA organizations, legislators, and regulators as: • The primary governmental affairs organization representing the interests of industrial hygienists, and • Promoting the profession of industrial hygiene in California Advancing public policy to improve the health and safety of workers and the community.

CIHC History and Purpose HISTORY: • Founded in 1990 to establish a legislative and regulatory presence in California for the industrial hygiene (IH) profession • Supported by California AIHA local sections PURPOSE: • Oppose erosion or limitation of IH practice by legislation or regulation • Increase IH recognition in statute • Provide sound scientific and technological input to legislative and regulatory process • Promote growth of IH profession through active involvement in emerging issues

Past Accomplishments • Established a legislative presence in Sacramento • Sponsored legislation which defined Industrial Hygienist in State Law (H&S Code 117672) • Created the Industrial Hygienist Definition and Registration Act (B&P Code Sections 20700-20705) • Negotiated regulation which reduced the required number days for lead training courses for CIHs from a total of 15 to three days • Promoted a legislative amendment which resulted in an exemption to the Trauma Scene Waste Management Practitioner requirement • Sponsored laboratory accreditation legislation • Sponsored successful legislation to allow a CIH or other qualified professional to provide lead poisoning prevention services • Garnered strategic legislative amendments to the Toxic Mold Protection Act of 2001, assuring IH participation in developing standards to identify, evaluate, and abate mold • Initiated Green Chemistry dialog for potential working alliance • Supported Emergency Response Protection (Good Samaritan) Bill • Strengthened CIHC organization infrastructure to clarify operations, deliverables, and communications • Provided high value professional development conferences for EHS professionals for 19 years • Reviewed and provided formal comments on several key proposed regulations: heat/illness prevention; green chemistry; lead in paint from developing countries; globally harmonized hazard communications systems, and select building standards

  8. 2010-2011 Actions • Reviewed 450 Bills. • Tracked 99 Bills, working with legislative staff on several • Supported 3 Bills (1 of the supported bills passed – CO bill) • Opposed 1 Bill • Participated in Cal/OSHA PEL process [Health Expert Advisory (HEAC) & FAC Committees] • Participated in Cal/OSHA Advisory Committee • Commented on several proposed Cal/OSHA Regulations, including Ergonomic and Heat Illness Standard • Participated on Special Emphasis Technical Committees (Lead Committee). • Developed working alliances with other stakeholders interested in reviewing, commenting on and strengthening green chemistry initiative. • Increased communications/briefings with our primary constituents – California AIHA Local Sections. • Developed and submitted formal comments (NIOSH ERC funding, federal OSHA’s Globally Harmonized System (GHS), titanium dioxide as carcinogen under Proposition 65, AB 553 and companion risk assessment provisions, safer product regulations, among others) • Presented at conferences and meetings on specific subjects unique to California with impact elsewhere (green chemistry initiative, global chemical regulatory shifts and TSCA reform) • Reviewed and commented on broader professional position papers (product stewardship and green chemistry) • Orchestrated annual, well attended regional EHS conference for the profession. Participated in another joint conference with safety professionals. Early discussions with occupational physicians on a 2012 venue.
