JTC 1 Scope/Mission Statement • Scope: Standardization in the field of Information Technology • Information Technology includes the specification, design and development of systems and tools dealing with the capture, representation, processing, security, transfer, interchange, presentation, management, organization, storage and retrieval of information. • Mission: Develop, maintain, promote and facilitate IT standards required by global markets meeting business and user requirements concerning: • design and development of IT systems and tools • performance and quality of IT products and systems • security of IT systems and information • portability of application programs • interoperability of IT products and systems • unified tools and environments • harmonized IT vocabulary • user friendly and ergonomically designed user interfaces OASIS Presentation to TOSCA TC

JTC 1 Governance • Membership: JTC 1 members are National Bodies • 35 Participating (P) Members • 56 Observer (O) Members • 11 Internal Liaison Members [ISO/IEC TCs or Working Groups] • 3 External Liaison Members [Ecma, ITU, European Commission] • Meetings: JTC 1 holds Annual Plenary meetings once every twelve months. All other decisions are taken by Letter Ballots. • Structure: JTC 1 is composed of 18 Subcommittees and several Special Working Groups/Study Groups/Working Groups. • Products: The final product of the work conducted within JTC 1 is the published International Standard - usually about 120-150 each year. 2,761 current standards. • Experts: ~ 2100 technical experts from around the world work within JTC 1. What is a JTC 1 PAS? • A “Publicly Available Specification”… • A technical specification • From an externalopen forum/consortium • Demonstrates leading edge technology • Promoted by both suppliers and users • An (urgent) response to market requirements • Supplements JTC 1 Subcommittee activity • When approved by JTC 1, is an ISO/IEC International Standard OASIS Presentation to TOSCA TC

Quicker Paths to an IS in JTC 1 • PAS Transposition – Publicly Available Specification • Proposed by an approved “PAS Submitter” organization (e.g. OASIS) • PAS Submitter is approved in a separate vote from the submission • Fast-Track Processing • Proposed by a National Body or Category A Liaison to JTC 1 • Items in common to both paths: • 5-month DIS vote + 2-month FDIS vote (total 7-12 months overall) • Externally-developed spec enters at Enquiry Stage • JTC P-Members are key voters (their “yes” votes count!), but all ISO/IEC national bodies can vote (their “no” votes count…) • No decisions/actions at the JTC 1 Subcommittee level • Not required to have an associated JTC 1 Subcommittee OASIS Presentation to TOSCA TC

Making a PAS Submission • Create an OASIS Standard • Follow the OASIS TC Process • Get the OASIS Standard approved within OASIS for submission • Follow the OASIS Liaison Policy • Complete public interop demo with 3 independent implementations • Special Majority Vote in the TC plus Member Section Steering Committee approval OASIS Presentation to TOSCA TC
