Main motivations for restructuring • Small units cannot manage important losses in staff • Optimize the sharing of tasks within a larger unit • Optimize the sharing of technicians among the engineers • Sharing of knowledge and experience optimizes effectiveness(including application of common solution) • Maintain a high level of mastering of technology for most engineers • In the near future: combine maintenance/operation tasks with work on new developments • Avoid split between “maintenance/operation” staff and “development” staff. Engineers who work on present systems have very relevant knowledge for future upgrades • Continue to effectively provide support in electronics for the CERN user community Lucie Linssen, 14 May 2007, slide 5

Process followed • The reorganization issue has been “in the air” since quite some time • Investigation process started in November 2006; Allain Gonidec, LL • Discussions with many of the senior electronics engineers in Nov./Dec. 2006 General consensus on need for restructuring General consensus on single PH electronics group Substructure based on technology/expertise/systems/service • Presentation by AG and LL at senior staff meeting November 28th 2006. • Input from LHC experiments, January-March 2007 Meanwhile: • Detailed description of decision-making processes for PH electronics projects/activities and interactions with the experiments • Definition of the mandate and structure of the new group and its sections Lucie Linssen, 14 May 2007, slide 6

Relation with LHC experiments • Priorities of the experiments (and us) • Make the experiment work • Make the experiment work well • Effective operation and maintenance • Emergency modifications/repairs (never easy to plan in advance) • R&D for SLHC • Good relation with LHC experiments needed to make a reorganization of the PH electronics successful • Transition to new structure must be handled smoothly to assure that current projects/activities will be finalized with no additional delays. • Technical coordinators and electronics coordinators of the LHC experiments have defined many valuable requirements and recommendations to such an electronics group • Electronics coordinators will be the major “electronics” interface between the experiments and the future PH-ESE group • Electronics coordinator handles electronics coordination across the whole collaboration, of which CERN is only a part.   8. Communication Communication channels for decision-making are well-defined; Transparent procedures to guarantee a fair share of the resources However…. The electronics staff unanimously want a strong link with the experiments and with their projects, while being part of the electronics technology group. This is fully recognized. The idea of a centralized group in electronics is NOT to cut the communication between the staff and the project/experiment they are involved in. GL and SL are there to “enable” the process, not to take possession of the resources. They are there to collect the needs, to allow the work to take place, to identify synergy and to make sure that the resources are used at best within the limit of their availability. Participation in new R&D projects: PH department plans to work soon on peer-review process for Upgrade R&D, with involvement of the experiments. Lucie Linssen, 14 May 2007, slide 8
