  12. Other, Concurrent TIGER Updating Programs • For HAS realigned files: request a GIS file for attribute updating • Digitizing program for TIGER address range corrections/additions/some feature updates

  13. 2006 Boundary & Annexation Survey (BAS) • MTAIP-realigned counties eligible for digital update submission • If county not realigned, can still submit digitally, but limited, updates will be done manually • BAS submission must be received byApril 1, 2006for inclusion in the POP Estimates Program (and others) • American Community Survey: BAS will be conducted for all places every year (Starts 2008 for the 2010 Census)

LUCA: Local Update of Census Addresses • First implemented in Census 2000 • Purpose is to improve the census list using local knowledge • Resulted from PL 103-430: • Address List Improvement Act of 1994 authorized USPS to provide the DSF to Census Bureau • Confidentiality of Address Info-covered by Title 13 U.S.C. • Changes validated in the pre-census address canvassing operation

  15. Improvements for 2010 LUCA • Single cycle of review for address types • Longer review period: 4 months • More advance notice • More comprehensive communication • Proposal for State participation eligibility • pilot studies in IN and WI in 2005/2006 • Improved training

LUCA Milestones • Fall 2006: Promotional materials • Spring 2007: Invitation Letters • Fall/Winter 2007-2008: participants perform LUCA review (complete by April 2008) • Address Canvassing operation in Spring ’09 • 08/09 – 10/09: Feedback to LUCA participants • 09/09-1/10: LUCA appeals process • (independent office established by OMB)

PC-Based Geographic Update Tool • For optional use by local government participants in geographic partnership programs • * designed to operate on low-end computers • * tailored to specific Census program functionality • * contractor developed: M3: subcontracted to Caliper Corp. • Support Stat Areas delineation, boundary updates, road updates & the LUCA program • * for those without GIS capability • * paper still available for LUCA/BAS
