The 16th International Conference on AIDS & STIs in Africa, Addis Ababa Community Programme Highlights What did ICASA 2011 bring to the African Commnunity response to HIV/AIDS, STI, TB & Malaria? • Innovation Combined prevention, male circumcision, harm reduction,.. • Learning rich skills building programme.. • Gender & women  Addressing violence, voices, tools.. • Human rights & dignity  PLHAs, key and vulnerable populations (space of expression, exchange, laws and criminalisation) OWN, SCALE-UP & SUSTAIN

What are the challenges? • Funding environment: in number of sessions and dialogue spaces, concerns and questions dominated the debates , especially on: •  The Global Fund “crisis” and attitude of the • ‘big’ Donors? •  The weak response/mobilisation of African Governments and the Inter-Governmental Institutions? ICASA 2011 & the African Community in OWNING the response to HIV/AIDS, STI, TB & Malaria • Youth  Access to friendly services, SRHR & HIV, Political engagement, access to resources,.. • Children  Focus on OVCs and adolescents - Using family approach on social protection systems ; improving access to services for OVCs and adolescents ; disclosure ; Community’s role in representing children needs in policy development, programming and service delivering processes • Gender & women  economic empowerment: Equitable access to resources. New technologies and commodities, integrated and accessible at community level. Peace and Security in conflict situations: the “Women Double Burden” • Ending Vertical Transmission in Africa  PMTCT services in Africa - keeping mothers alive - Community contribution to the PMTCT Policy development OWN, SCALE-UP & SUSTAIN

Community’s role in addressing integration of services at grass root level; Barriers for addressing the needs of adolescents, young women, women living with HIV, Sex Workers, … Appropriate package of SRH and Right based approach for access; addressing co-infections; the “one stop shop” approach ; Policy framework for integrated SRH and HIV services,.. • Community System Strengthening  Contribution to the Health development in Africa; • CSS vs. Health Development: “a false opposition” OWN, SCALE-UP & SUSTAIN

ICASA 2011 & the African Community in SCALING UP the response (2) • Addressing the multiple BARRIERS •  Gender based violence and HIV response in Africa: Rape, sexual assault, access to emergency treatment; cultural determinants ; innovative solutions in eliminating GBV • The Impact of punitive laws and practices against key populations on HIV response in Africa (auto-stigma, exclusion from services, etc.), prisons >> Legal support experiences (Benin, Botswana, Burkina Faso..) •  Religious Leaders contributions: in addressing stigma and discrimination; compassion and active support for PLHAs. • Intense Dialogue between religious groups and Key populations representatives on negative positions and exclusion attitudes from Religious leaders: Focus on human dignity and equality, promoted by all religions. ICASA 2011 & the African Community in SCALING UP the response (3) • About CAPACITY •  Focus on Mechanisms for quality Technical Support to the programmes • Success stories from UNAIDS TSFs, AfriCASO CSAT, GTZ and Technical Support Hubs (Alliance) >> But also challenges. •  Need for “balanced” approach in technical support between Programmatic needs (technical know-how) and the Organisational Development of CSOs (usually neglected by Donors). ICASA 2011 & the African Community in SCALING UP the response (4) • Emerging issues • Substance Abuse & HIV: “It is also a problem in Africa!” • Community actions for harm reduction: Experiences from Kenya, Botswana, Mauritius and Morocco: Substance abuse, HAART non-adherence, risky sex. Alcohol abuse was also part of this discussion in relation to risky behavior •  Disability & HIV, another hidden epidemic: • More evidence based information needed, Customising HIV intervention, advocacy for better inclusion (CCMs, NAPs..) • Improved access to ICASA, but more efforts needed. ICASA 2011 & the African Community in SUSTAINING the response • Contribution of African Civil Society in the Policy Dialogue at global, regional & country level •  Contribution of CSOs in achieving UNGASS and MDGs commitment : The African civil society platform for the New York HLM >> outcomes from the perspective of community • Contribution of African CSOs in shaping the global funding environment (AfriCASO in the Global Fund Board, KANCO in the consultation around the High Level Panel) – African branches of international CS platforms (ITPC, WAC..) OWN, SCALE-UP & SUSTAIN

ICASA 2011 & the African Community in SUSTAINING the response (2) • Contribution of African Civil Society in the “Funding the Fund” campaign, along with the global CS movement • ICASA Campaign “Where is the Money for HIV & AIDS” by a coalition of African Civil Society Networks and international partners. • Petition prepared for the African Governments to support the global ask for 2 billion dollars for the Global Fund to ensure the continuity of services, and to increase their domestic contribution to the response • (handled this morning to the Africa Union) OWN, SCALE-UP & SUSTAIN
