Background • Four previous base realignment and closure rounds (1988, 1991, 1993, 1995) • 97 major closures / 55 major realignments / 235 minor actions • Net savings of ~$17 billion through FY 2001 • Annual recurring savings of ~$7 billion beyond FY 2001 • The Department requested 2003 and 2005 BRAC rounds in FY 02; Congress authorized a single round in 2005 • March 2004: BRAC Report estimated 24 percent excess • May 2005: 190 DoD Recommendations that would result in 837 distinct and identifiable BRAC actions Commander, Navy Installations Command… Supporting Command to the Warfighter

Today’s BRAC V BRAC Commission forwarded 182 recommendations for approval • Recommendations included 22 closures and 33 major realignments • More “Joint” recommendations than previous BRAC rounds • More MILCON than previous BRAC rounds • Actions to result in $35.6B in savings over the next 20 years • Challenged by completion deadline of Sep 15, 2011 Commander, Navy Installations Command… Supporting Command to the Warfighter
