Reforms • Fair degree of political consensus on the rationale of ATR, at least in Parliament and Central Government • A law should define the content, timing and rules of the ATR process, otherwise the process tends to become ad hoc oriented • Procedures for decision making should be defined clearly • Time plan should be kept rigorously • Central decision makers should keep a focus on the longer term goals, there are few short term benefits

Reforms • National criteria for formation of new municipalities should be defined • Only few criteria • Criteria should be clear, objective, easy to understand • Criteria should be enforced rigorously • There should be a small room for exemptions!!! • An ATR information strategy should be developed and implemented • Locally in amalgamating municipalities • Nationally by Central Government

Reforms • ATR process should be supported • Financial and other incentives should be developed for amalgamating municipalities • ATR secretariat in Central Government should be formed with minimum staff and resources • Investigations should be carried out as an input for concrete decision-making • Handbooks and other practical tools should be developed • Experiences should be described and disseminated
