  1. Residential Weatherization and Ventilation Subcommittee:Infiltration Impact Research Plan Presentation to the Regional Technical Forum February 14, 2012

  2. Residential WX Subcommittee Research Plan Review Process • Committee meetings: • January 12 • January 26 • Draft reviewed by evaluators • Final reviewed by RTF Contractor and Staff

  3. Research Plan Subcommittee Participants • Warren Cook • Crispin Wong • Eli Caudill • Adam Zielinski • Jim Dolan • David Hutchins • Mark Johnson • David Baylon • Jim Maunder • David Hales • Mark Jerome • Amanda Ayoud • Bruce Manclark • Ed Impala • Mark Kendall • Adam Hadley Subcommittee: Residential Weatherization and Ventilation Specifications

  4. Research Plan ContextAir Sealing & Testing • New section – Prescriptive and Whole House • Defined accessible/non-accessible locations • Provided Air Sealing Checklist with required sealing locations • Specified testing protocol and CAZ test procedure Subcommittee: Residential Weatherization and Ventilation Specifications

  5. “The RTF advises that the region undertake an evaluation of the impact of the non-whole house air sealing weatherization measures through pre and post blower door tests with the RTF establishing a subcommittee to develop an evaluation design” RTF Research Plan Advise Subcommittee: Residential Weatherization and Ventilation Specifications

  6. Purpose of Research • Assess impact of prescriptive air sealing on blower door CFM 50 changes and ventilation • Air sealing combined with: • Attic Insulation • Wall Insulation • Floor Insulation • Window Replacement • Does NOT include: • Whole House Air Sealing • PTCS Duct Sealing

  7. Research Plan Overview • Purpose • Data collection requirements • Sampling • Data Analysis and Reporting

  8. Research Plan Analysis and Reporting • Clean, well-defined data set • Data quality and management • Data analysis • Change in blower door CFM 50 test results • ASHRAE 62.2 ventilation change analysis • Reporting to the RTF with • Data • Conclusions • Recommendations Subcommittee: Residential Weatherization and Ventilation Specifications

  9. Utilities Expressing Interest • EWEB – at least 20 sites, to RTF Spec • Snohomish – at least 20 sites, to RTF Spec • Callam– at least 20 sites, to RTF Spec • Flathead – Like to participate, need more resources • Tacoma - to a limited extent • Energy Trust of Oregon – measure spec differs

  10. Estimated Budget • Minimum of 80 sites with data collected • As many as six service territories interested • Initial training and orientation expected • $98,000 over all cost • $48,000 utility in-kind • $36,000 estimated orientation and training • $14,000 RTF Staff data analysis and reporting

  11. RTF Proposed Motion: “I ____________move that the RTF adopt the Residential Weatherization Research Data Collection Plan for Determining the Impact of Prescriptive Air Sealing on Ventilation and Infiltration Resulting from the Implementation of the RTF Residential Weatherization Measure Specifications.”
