ABFICT: an outcome of PPP • Establishment • Established in January 2002 in accordance with the resolutions of the Arab Summit of Amman, 2001. • The establishment of ABFICT was endorsed by the Arab Summit held of Beirut, 2002. • ABFICT activities with stakeholders • A channel between Arab Governments & Arab Business Sector. • Represents Arab Business Sector in the Int’l & regional activities. • Promotes, leads regional initiatives of Arab Business projects and discusses issues of concern. Case Study: “PAFON” Pan Arab Fiber Optics Network ITU • The Arab Telecommunication & Information Council of Ministers ATICM assigned ABFICT to perform a pre technical study for PAFON. • ABFICT recruiteddistinguishedexperts who prepared & updated a study in 3 phases. • The final study showed the wide feasibility for PAFON. • ABFICT announced endorsement of the PAFON during Council Ministers meeting 2006. • Arab Business Companies cooperating with ITU to set a Business Model ATICM ABFICT PAFON Arab Business Sector A prototype of PPP Expert Group Meeting on Regional Networking and Partnership for Information Society Development 5-6/9/2007 , Beirut

Why PAFON? • (1) Time Zone Bandwidth Compensation • The Arab World spreads over 4 time zone hours giving advantages of huge savings through bandwidth integration between countries • Peak times could be distributed over the hours of the day making a better usage of bandwidth leading to decreased costs • (2) Bandwidth and NOC Backup, Operation and Support • In case of emergencies in one country (earthquakes, storms), if supply is cut from one cable, service can be restored from PAFON • Also NOC failures in one country due to power cut for example can be recovered by shifting to the PAFON NOC Expert Group Meeting on Regional Networking and Partnership for Information Society Development 5-6/9/2007 , Beirut

Why PAFON? • (3) Real and automatic peering between Arab Countries • Huge savings in bandwidth cost due to unnecessary round trips to USA and Europe resulting from poor peering • Local hosting centers will flourish which help in more saving of bandwidth and support of local contents • (4) True Development Project • Six least developed countries: helping and developing ICT in these countries. Why PAFON? • (5) Formation of an effective & Powerful Critical Mass • Better overall bandwidth prices through economy of scale • Better and stronger chance in negotiating for half circuit contribution from other countries • Data and voice traffic should be treated equally, e.g. each country pays its half circuit • VOIP over Internet is increasing leading to more unilateral cost incurred over Arab countries • More price reduction through effective caching systems ( P2P caching, Akami, etc ) • Effective projects for submarine cables built by Arab Countries Consortiums Expert Group Meeting on Regional Networking and Partnership for Information Society Development 5-6/9/2007 , Beirut

Current situation • The current fiber optics transmission capacities in the Arab world are submarine cables and terrestrial connections. • The Arab world is currently one of the most undeserved areas of the world, and the cost of bandwidth is one of the most expensive. • The majority of the traffic is carried on three fiberoptics cable systems, the Flag-Europe-Asia (Flag) system, the SEA-ME-WE 3 (SMW 3) and the SEA-ME-WE 4 (SMW 4). • Several regional networks like Falcon, Aletar and Beitar. • New Arab Consortiums to lay fiber optic cables in the region. Suggested PAFON • A Regional Fiber Ring over Electricity Grid • Fiber optic cables extend over it to carry the SCADA (Supervisory Control And Data Acquisition) command and control signals. • Some routes of the grid do not have fiber cables or the cables are not fit for data communication. • Cooperation of several governments, the electricity, and ICT ministries • Egypt-Libya-Tunisia-Algeria-Morocco (ELTAM) • Egypt-Iraq-Jordan- Lebanon-Syria-Turkey (EIJLST) • Saudi Arabia and its partners in the Gulf Cooperation Council are building their own GCC unified power grid • An Arab East (Egypt, Bahrain, Jordan, Lebanon, Oman, Qatar, Saudi Arabia, Syria, United Arab Emirates, and Yemen) interconnections is under study now Expert Group Meeting on Regional Networking and Partnership for Information Society Development 5-6/9/2007 , Beirut

  14. ABFICT presented the study to ATICM, Infodev, ARNET, Arab Funds & some private sector companies who showed interest to a project with such economical, regional & future potentials. ABFICT took the lead to use the current capabilities & sethow to implement the project. Arab Business Sector capabilities with the endorsement and support of governments and regulators would benefit from international experiences to implement the project. ITU Secretary agreed to Provide ABFICT with international expert to prepare suggested “Business Model (s)” for the project. ABFICT has prepared Scope of Work for the international expert. The Theme of the annual conference of ABFICT in Oman, Dec 07 was decided to be the PAFON project.   15. Discuss all suggested Business Models during the next annual conference of ABFICT in Oman. Decide on the Business Model. Distribute the Business Model to ATICM and the Arab Regulators to get their endorsement and/or comments. Calling for partners among the Arab ICT companies and funding agencies. Invite Arab Government representatives, Arab Regulators, interested companies and all concerned parties to a final meeting. Establish a company to operate and complete (whenever needed) the PAFON.
