Category I Proposals for theJune 2012 Faculty Senate Meeting June 14, 2012 Proposal #83990:Renaming Energy Engineering Management to Engineering Systems Engineering Proposal #82814:New graduate program: MS, MEng, PhD in Environmental Engineering Proposal #83272:Termination of the MBE in Construction Engineering Management Proposal #83297:College of Liberal Arts Reorganization into Five New Schools (Six Total)

  2. Renaming Energy Engineering Management to Engineering Systems Engineering Executive Summary: This proposal is to rename an OSU-Cascades program that hasn’t yet started. This is a title change only. The new name will be more descriptive than the old, and would align better with ABET accreditation for General Engineering outcomes. With the old name, ABET would have required General Engineering outcomes plus Engineering Management outcomes.

  3. Renaming Energy Engineering Management to Engineering Systems Engineering Impacts to Students: No impact. The program hasn’t started yet. No courses in the program line-up are being changed.No degree requirements are being changed. Budget Impacts: Minimal. ($1740)

Renaming Energy Engineering Management to Engineering Systems Engineering • External Letters of Support: • Bend Research, Inc. • Portland General Electric • TriQuint Semiconductor • Nexant • Central Electric Cooperative Issues: None. This is obviously a good thing to do. Vote: The Curriculum Council approved this proposal, with no dissenting votes.

New graduate program:MS, MEng, PhD in Environmental Engineering Executive Summary: This proposal is to elevate an existing graduate degree emphasis in Chemical, Biological and Environmental Engineering to a full-fledged degree title. The program itself already exists and students have been getting degrees in it, but with the Environmental Engineering emphasis label, which is neither transcript nor degree-visible. It’s been felt that the students graduating from this program don’t receive enough respect from potential employers because it is just an emphasis. Currently in the program there are 17 MS, 6 MEng, and 6 PhD.

  6. New graduate program:MS, MEng, PhD in Environmental Engineering Impacts to Students: Only good. Nothing is being changed or taken away. The students would now be able to receive recognition for their program as a degree instead of an emphasis. Budget Impacts: Minimal: ~ $8,000 over 4 years

  8. Termination of the MBE inConstruction Engineering Management Executive Summary: This is a program that just never achieved much traction. (E.g., there are currently just 3 students in the program.) While the topic is popular, students have vastly preferred the graduate program in Construction Engineering Management in the School of Civil and Construction Engineering. All classes will continue to be offered. All students in the existing program will be allowed to finish within the program, although they can transfer to the Construction Engineering Management program if they’d like.

  10. Termination of the MBE inConstruction Engineering Management Issues: The only issue was the thought that maybe this program should be suspended instead of terminated. That way, it would be easier to bring back if needed. But, there is no intent to ever bring this back, so a suspension would just require further busywork in the future. Vote: The Curriculum Council approved this proposal, with no dissenting votes.

  11. College of Liberal Arts: Reorganize intoFive New Schools (Six Total) Executive Summary: Reorganize the CLA to capitalize on existing and potential partnerships. The existing organization consists of 1 School,10 Departments, and 3 Programs. The new organization would consist of 6 total Schools, 5 of which would be new with this proposal, and one Program.

  15. College of Liberal Arts: Reorganize intoFive New Schools (Six Total) Impacts to Students: All courses will remain unchanged. All majors will remain unchanged Budget Impacts: Moderate: $281,124 over 4 years. Some savings happen in losing the Dept Chairs’ salaries, but are offset by School Directors’ salaries, unit liaisons’ compensation, and new support staff (such as 2.0 FTE for more advisors). Minor budget impact of renovation, moving, and consolidation, stationery, and signage. • Internal Liaison: • College of Public Health and Human Sciences • College of Engineering

  16. College of Liberal Arts: Reorganize intoFive New Schools (Six Total) Issues: Is it “Psychological Science”, or “Psychological Sciences”? (No ‘s’) The budget – not so much the amount, but how it was presented. Various committee members worked with CLA to make the budget consistent. The new unit liaisons – are they being asked to do that extra work with no extra compensation? (No, they aren’t.) The departments. While the existing structure is still there, the “departments” are a layer deeper in the org chart. Some are concerned that this diminishes their visibility and influence. Vote: The Curriculum Council approved this proposal, with no dissenting votes.
